An Act to proclaim the Nanjing Massacre Commemorative Day

Preamble

The events of World War II in the Pacific theatre are well known around the world, particularly the dropping of atomic bombs on Hiroshima and Nagasaki. Events like these form the primary foundation for historical studies and international commemorations. However, until now, Ontarians have not had the opportunity for a thorough discussion and examination of the World War II atrocities in Asia, and many are unfamiliar with this part of history. It is important for Ontarians to reflect and to educate themselves about the enduring lessons of the Nanjing Massacre.

As one of the most diverse provinces in Canada, Ontario is recognized as an inclusive society. Ontario is also the home of one of the largest Asian populations in Canada. Currently, some Ontarians have direct relationships with victims and survivors of the Nanjing Massacre. 

It is important to designate December 13th as the Nanjing Massacre Commemorative Day in Ontario. It will provide an opportunity for all Ontarians, especially the Asian community, to gather, remember, and honour the victims and families affected by the Nanjing Massacre, an atrocity where over 200,000 Chinese civilians and soldiers alike were indiscriminately killed in the Japanese capture of the city.

Therefore, Her Majesty, by and with the advice and consent of the Legislative Assembly of the Province of Ontario, enacts as follows:

Nanjing Massacre Commemorative Day

   1.  December 13 in each year is proclaimed as Nanjing Massacre Commemorative Day.

Commencement

   2.  This Act comes into force on the day it receives Royal Assent.

Short title

   3.  The short title of this Act is the Nanjing Massacre Commemorative Day Act, 2016.

EXPLANATORY NOTE

The Bill proclaims December 13 in each year as the Nanjing Massacre Commemorative Day.
