Election of Chair

The Clerk of the Committee (Ms. Thushitha Kobikrishna): Good morning, honourable members. It is my duty to call upon you to elect a Chair. Are there any nominations? Yes, MPP Bailey?

Mr. Robert Bailey: I’d like to nominate MPP Lorne Coe as Chair of the committee, ma’am.

The Clerk of the Committee (Ms. Thushitha Kobikrishna): Does the member accept the nomination?

Mr. Lorne Coe: I do, thank you.

The Clerk of the Committee (Ms. Thushitha Kobikrishna): Excellent. Are there any further nominations? There being no further nominations, I declare the nominations closed and MPP Lorne Coe elected Chair of the committee. Congratulations.

The Chair (Mr. Lorne Coe): Good morning, and thank you, members, for electing me as your Chair.

Election of Vice-Chair

The Chair (Mr. Lorne Coe): I’ve got a script here I’ve got to follow. We’ll now move to our next item of business, and that is the appointment of the Vice-Chair.

Before asking for motions, I’d like to remind the honourable members that standing order 119 notes, “When there are two recognized parties, where the Chair of a Standing Committee is a member of the party forming the government, the Vice-Chair shall be a member of a recognized party in opposition to the government or an independent member; and where the Chair is a member of a recognized party in opposition to the government, the Vice-Chair shall be a member of the party forming the government.”

It is now my duty to entertain a motion for Vice-Chair. Are there any motions? MPP Mantha, please.

Mr. Michael Mantha: I move that Mr. Mamakwa be appointed as Vice-Chair of the committee.

The Chair (Mr. Lorne Coe): Are there any other motions? Are the members ready to vote? All those in favour, please raise your hand. Those opposed? The motion is accordingly carried. Congratulations.

Mr. Sol Mamakwa: Meegwetch. Thank you.

Appointment of subcommittee

The Chair (Mr. Lorne Coe): Moving on to our next item of business: It is now my duty to entertain a motion for appointment of a subcommittee on committee business. Are there any motions? Mr. Bailey, please.

Mr. Robert Bailey: I move that a subcommittee on committee business be appointed to meet from time to time, at the call of the Chair or at the request of any member thereof, to consider and report to the committee on the business of that committee;

That the presence of all members of the subcommittee is necessary to constitute a meeting;

That the subcommittee be composed of the following members: the Chair as Chair, Ms. Hogarth and Mr. Sol Mamakwa; and

That substitution be permitted on the subcommittee.

The Chair (Mr. Lorne Coe): Thank you, MPP Bailey. A motion has been moved by MPP Bailey. Is there any debate? Hearing none, are the members ready to vote? All those in favour, please raise your hand. Those opposed? The motion, Madam Clerk, is accordingly carried.

Thank you, everyone. We’ll now move into closed session for a briefing by committee staff, and for that purpose, and with the agreement of the committee members, we’ll recess for five minutes before beginning.

The committee recessed at 0904 and later continued in closed session.
