EXPLANATORY NOTE
The Bill enacts the Social Media Age Restriction Plan Act, 2026 which requires the Minister of Health to develop a plan respecting social media use for people under the age of 16. The Minister is required to consult with certain persons in developing the plan and to table the plan in the Legislative Assembly. The Minister is also required to ensure that the plan is implemented in accordance with any timelines that are set out in the plan.

An Act to establish a plan to implement social media age restrictions
His Majesty, by and with the advice and consent of the Legislative Assembly of the Province of Ontario, enacts as follows:
Definitions
1 In this Act,
“Minister” means the Minister of Health or such other member of the Executive Council to whom the administration of this Act is assigned under the Executive Council Act; (“ministre”)
“plan” means the social media age restriction plan developed under subsection 2 (1). (“plan”)
Social media age restriction plan
2 (1) The Minister shall develop a written plan respecting social media use for people under the age of 16 that sets out the following information:
1. A strategy to work with the Government of Canada to ban social media for people under the age of 16.
2. Policies that the Government of Ontario will implement to ensure that age restriction on social media are enforced in Ontario and timelines for the implementation.
3. Policies for monitoring social media providers to ensure that they are in compliance with age restriction policies.
Consultation
(2) In developing the plan, the Minister shall consult with,
(a) the Minister of Education;
(b) the Federal Minister of Health; and
(c) school boards, school councils and teachers.
Tabling
3 The Minister shall table the plan in the Legislative Assembly within one year after the day this section comes into force.
Implementation
4 The Minister shall ensure that the plan is implemented in accordance with any timelines set out in the plan.
Commencement
5 This Act comes into force on the day it receives Royal Assent.
Short title
6 The short title of this Act is the Social Media Age Restriction Plan Act, 2026.
