EXPLANATORY NOTE
The Bill amends the Ontario Career Colleges Act, 2005 by adding a new section 53.1. The new section requires certain inspections to be undertaken in respect of driving schools that provide truck driver (Class A) training programs. Those inspections are to be carried out jointly with inspectors appointed under section 58.2 of the Highway Traffic Act. After an inspection, the inspectors are required to provide an inspection report to the Minister and the Minister of Transportation and the Minister is required to publish the results of the inspection. The Bill also amends section 58.1 of the Highway Traffic Act by adding new subsection (16), which requires inspectors appointed under section 58.2 of that Act to conduct inspections under section 53.1 of the Ontario Career Colleges Act, 2005.

An Act to amend the Ontario Career Colleges Act, 2005 and the Highway Traffic Act
His Majesty, by and with the advice and consent of the Legislative Assembly of the Province of Ontario, enacts as follows:
1 The Ontario Career Colleges Act, 2005 is amended by adding the following section:
Truck driver training programs
53.1 (1) If a policy directive is made under section 53 in respect of truck driver (Class A) training programs, the Minister shall ensure that driving schools that are licensed under section 58.1 of the Highway Traffic Act and that provide such training programs are inspected at the following times:
1. In the case of a driving school that has been licensed for fewer than five years, at least once every six months.
2. In the case of a driving school that has been licensed for five or more years, at least once every calendar year.
Inspectors
(2) The Minister may appoint one or more persons as inspectors for the purposes of this section, and such inspectors shall have the powers of the Superintendent under section 38, with such necessary modifications.
Joint inspections, Highway Traffic Act
(3) An inspection under this section shall be conducted jointly with an inspector appointed under section 58.2 of the Highway Traffic Act.
Inspection report
(4) Within two weeks after an inspection under this section, the inspector appointed under this section and the inspector appointed under section 58.2 of the Highway Traffic Act shall prepare a joint inspection report and provide it to the Minister and the Minister of Transportation.
Publication
(5) The Minister shall publish the results of the inspection on a website of the Government of Ontario within 30 days of receiving an inspection report under subsection (4).
Highway Traffic Act
2 Section 58.1 of the Highway Traffic Act is amended by adding the following subsection:
Truck driver training programs
(16) An inspector appointed under section 58.2 shall conduct such inspections as required under section 53.1 of the Ontario Career Colleges Act, 2005 jointly with inspectors appointed for the purposes of that section in accordance with that section.
Commencement
3 This Act comes into force on the day it receives Royal Assent.
Short title
4 The short title of this Act is the Truck Driver Training Schools Accountability Act, 2026.
