That in developing its strategy and recommendations, the Committee shall focus on the following issues:

- the urgent need for a comprehensive developmental services strategy to address the needs of children, youth and adults in Ontario with an intellectual disability or who are dually diagnosed with an intellectual disability and a mental illness, and to coordinate the delivery of developmental programs and services across many provincial ministries in addition to the Ministry of Community and Social Services, taking into consideration the following:

- the elementary and secondary school educational needs of children and youth;

- the educational and workplace needs of youth upon completion of secondary school;

- the need to provide social, recreational and inclusionary opportunities for children, youth and adults;

- the need for a range of available and affordable housing options for youth and adults;

- the respite and support needs of families;

- how government should most appropriately support these needs and provide these opportunities.

That the Committee shall have the authority to conduct hearings and undertake research, and generally shall have such powers and duties as are required to develop recommendations on a comprehensive developmental services strategy to address the needs of children, youth and adults in Ontario with an intellectual disability or who are dually diagnosed with an intellectual disability and a mental illness; and

That the committee shall present an interim report to the House no later than October 31, 2013, and a final report no later than April 30, 2014.

Mr. Wilson – Whereas, the McGuinty-Wynne Governments have repeatedly put the political fortunes of the Liberal Party ahead of both the people and the Province of Ontario, abused their power and wasted hundreds of millions of taxpayer dollars to cancel gas plants in both Oakville and Mississauga so as to retain Liberal seats and save their own political skins in a desperate attempt to cling to power;

Whereas, the Speaker of the Legislature made a finding of prima facie breach of privilege for nonproduction of documents requested by the Standing Committee on Estimates, which when finally provided, revealed that the Liberal Government had failed to report the true costs of the cancelled gas plants and also exposed inappropriate political interference at the highest levels of the Liberal Government;

Whereas, the Auditor General, in the wake of the growing scandal, sought to expose the true costs of the cancelled gas plants after numerous Liberal Ministers, including then Premier McGuinty and Premier Wynne in her previous Ministerial role, made public pronouncements, both in the House and to the media that were suspiciously low. The Auditor General confirmed on April 15th, 2013 that the true cost of cancelling the Mississauga Gas Plant was $275 million dollars, or 45% higher than what the Liberal Government had repeatedly told the people of Ontario;

Whereas, Premier Wynne, in her former Ministerial role personally Chaired the meeting and signed off on the process that cancelled the Oakville Gas Plant, yet never disclosed her role in this decision until evidence surfaced that showed Premier Wynne, in fact had known intimate details about the true costs associated with the Liberal Government's decision to cancel the Oakville gas plant;

Whereas, conflicting testimony before the Standing Committee on Justice has hindered the Committee's ability to get to the bottom of the gas plant scandal;

Whereas, the gas plant scandals, combined with those at eHealth and ORNGE amount to literally billions of taxpayer dollars being wasted on scandals and expose the McGuinty-Wynne Liberal Government's utter lack of competence and its failure to get the basics right so as to get results for Ontarians; and, these scandals prove that the Liberals will put selfish interests of their Party ahead of the people and Province of Ontario;

Therefore, the Government has lost the confidence of this House. Filed April 29, 2013.

Mr. Hillier — That, in the opinion of this House, the House recommend to the Standing Committee on the Legislative Assembly to: (a) consider the reform of Standing Order 39 to allow for electronically-signed petitions to be tabled before the Legislative Assembly of Ontario with equal standing to that of traditional petitions; (b) study the practices of other Westminster-style Parliaments in relation to e-petitions; (c) propose any necessary modifications to the Standing Orders and the practices of the House; and (d) report its findings to the House no later than four weeks following the adoption of this Order. Mr. Hillier — That, in the opinion of this House, the House recommend to the Standing Committee on the Legislative Assembly that the Standing Orders of the House be amended such that any member is permitted during Introduction of Bills to table a motion requesting a review and debate upon the merits of any regulation filed with the Registrar of Regulations; and that, if this motion is passed, the government ensure the motion is debated within that session of Parliament and allow up to two hours of debate. Mr. Hillier — That, in the opinion of this House, the House recommend to the Standing Committee on the Legislative Assembly that the Standing Orders of the House pertaining to the Standing Committee on Regulations and Private Bills be amended to include that the Committee shall review regulations to ensure that the regulation does not make any unusual or unexpected delegation of power. Mr. Hillier — That, in the opinion of this House, the Standing Committee on the Legislative Assembly should be instructed to propose modifications to the Standing Orders and the practices of the House requiring that the Assembly not be adjourned earlier than 6 p.m., except by unanimous consent, if there are private members' motions on the Order Paper that have not been debated and that those motions will be debated in the chronological order of their introduction. Debate should rotate between all parties starting with the Official Opposition; should a party not have a motion in the queue or a mover of a motion is not present at the time of debate, that party's slot is lost in that round. 286. Mr. Bailey — Enquiry of the Ministry — Would the Minister of the Environment explain why the government decided to award a sole-source contract to Parsons Ltd. Canada to build and operate the province's new Drive Clean Program. May 6, 2013.

Mr. Bailey — Enquiry of the Ministry — Would the Minister of Community Safety and Correctional Services please explain why are Correctional Officers and other Peace Officers not included on the Provincial Police Memorial; does the Ministry have plans to include Correctional Officers on the Police Memorial or will the Ministry build them their own. May 6, 2013.

Mr. Bailey — Enquiry of the Ministry — Would the Minister of Community Safety and Correctional Services please explain why the Minister is forcing grievances by Correctional Officers to be dealt with by the Grievances Settlement Board, which is severely backlogged, instead of by the previous economical policy of arbitrators travelling to the specific prisons to deal with these grievances. Mr. Bailey — Enquiry of the Ministry — Would the Minister of Community Safety and Correctional Services please explain if the Ministry of Corrections is implementing Mr. Steven Rooke's recommendations to the Ministry of Correction's Investigations Unit before consulting with the Correctional Officers, (MERC) representatives; what are Mr. Rooke's recommendations. 290. Mr. Bailey — Enquiry of the Ministry — Would the Minister of Health and Long-Term Care please advise when was the last time the Ministry reviewed the procedures of how Lyme Disease is diagnosed and treated; what are the current ministry standards regarding Lyme Disease. May 6, 2013.

291. Mr. Bailey — Enquiry of the Ministry — Would the Minister of Health and Long-Term Care please explain what medication is used to cure or treat Lyme Disease in Ontario and what percentage of the drug is covered by the province. May 6, 2013.

Mr. Bailey — Enquiry of the Ministry — Would the Minister of Education please explain why the Ministry is restricting labour mobility for teachers who wish to move to different school boards in province within the same union without losing their seniority or full-time job position; what is the Ministry doing to rectify this. May 6, 2013.

Mr. Bailey — Enquiry of the Ministry — Would the Minister of Education please answer if, since 2010, has the Minister met with Mr. Nathan Tidridge, the 2008 recipient of the Premier's Award for Teaching Excellence, regarding his concerns with the current High School Civics Curriculum changes; changes which have been covered by the Globe and Mail and TVO's the Agenda; if not, will the Minister meet with him before the curriculum is changed. Mr. Bailey — Enquiry of the Ministry — Would the Minister of Community Safety and Correctional Services please answer how many square feet has been added to inmate space at the Elgin-Middlesex Detention Centre since 1990 and what was the inmate population on January 1, 1990, January 1, 2000, January 1, 2005, and January 1, 2013. Mr. Bailey — Enquiry of the Ministry — Would the Minister of Community Safety and Correctional Services please advise what is the current inmate population at the Elgin-Middlesex Detention Centre, the Sarnia Jail, the Chatham Jail, and the Windsor Jail, respectively; what will be the capacity at the new South-West Detention Centre and how many inmates will be moved there and from which prisons, as of the date the Sarnia and Chatham Jails are both officially closed. May 6, 2013.

296. Mr. Tabuns — Enquiry of the Ministry — Would the Minister of Energy please disclose whether Ontario Power Authority submitted to the Ministry a new Integrated Power System Plan in 2010 or 2011 and, if it did, the dates upon which the Plans were received. May 7, 2013.

297. Mr. Tabuns — Enquiry of the Ministry — Would the Minister of Energy please explain why the Ministry has not submitted an Integrated Power System Plan to the Ontario Energy Board since 2007. May 7, 2013.

298. Mr. Tabuns — Enquiry of the Ministry — Would the Minister of Energy explain whether or not the ministry's failure to submit an Integrated Power System Plan to the Ontario Energy Board constitutes a violation of Ontario Regulation 424/04. May 7, 2013.

299. Mr. Tabuns — Enquiry of the Ministry — Would the Minister of Energy disclose its latest cost estimate for the refurbishment of the Darlington Nuclear Generating Station, the basis for that estimate, and the date upon which the estimate was completed. May 7, 2013.

Mr. Tabuns — Enquiry of the Ministry — Would the Minister of Energy disclose whether ratepayers or taxpayers will be required to pay a penalty as a result of Ontario Power Generation's contracts with SNC-Lavalin and Alstom for the Darlington refurbishment if a decision is made not to proceed with the Darlington project, and the amount of that penalty.
