Second Reading of Bill 19, An Act to amend the Residential Tenancies Act, 2006 in respect of the rent increase guideline.

Deuxième lecture du projet de loi 19, Loi modifiant la Loi de 2006 sur la location à usage d’habitation en ce qui concerne le taux légal d’augmentation des loyers.

Debate resumed, during which the Deputy Speaker interrupted the proceedings and announced that there had been more than six and one-half hours of debate and that the debate would be deemed adjourned.

Le débat a repris. Le Vice-Président a interrompu les travaux et a annoncé qu’il y avait eu plus de six heures et demie de débat et que le débat est réputé ajourné.

The Deputy Government House Leader directed that the debate should continue.

Le Leader parlementaire adjoint du gouvernement a indiqué que le débat devrait se poursuivre.

Debate resumed and after some time the House recessed at 10:10 a.m.

A Point of Order having been raised seeking the Speaker’s clarification on the admissibility of certain questions in Question Period, the Speaker delivered the following ruling:-

It is the longstanding practice of this House that matters before committee should be dealt with in committee.

I allowed the question because in my mind it had a connection to a matter that the House may be required to consider. I commend page 506 of O’Brien and Bosc’s House of Commons Procedure and Practice for a fuller discussion of this matter, where it says in part:

“When a question has been asked about a committee’s proceedings, Speakers have encouraged Members to rephrase their questions”.
