Ms. Smith – That the Legislative Assembly of Ontario calls on the federal government to invest in the future success of Ontarians and recognize that Canada’s success depends on a strong and competitive Ontario. Ontario calls on the federal government to support Ontarians in Budget 2010 by:

- Ensuring current and future transfer payments that support services Ontarians rely on are protected, even as the federal deficit is addressed;

- Committing to the renewal of health care funding agreements before they expire and to the growth of health transfers at the real rate of health care expenditure;

- Positioning Canada as a global leader on the environment by supporting Ontario’s burgeoning green economy through such things as a cap and trade program that will support jobs and investment in Ontario, and investing a fair share in Ontario’s clean energy initiatives;

- Investing in our people and positioning them for good jobs by living up to the Canada-Ontario Immigration Agreement and ending the current short-changing of new Canadians who come to Ontario;

- Continuing to partner with Ontarians by strengthening investments in post-secondary education and training programs that build workers’ skills and knowledge for today and tomorrow; and

- Providing stability to the thousands of Ontario families who rely on child care spaces created with federal funding by continuing to fund those quality child care spaces for Ontario children.

That the Legislative Assembly of Ontario acknowledges our province faces economic challenges created by the high dollar, high international oil prices, the US economic slowdown, international economic turmoil, and increased global manufacturing competition from China and India especially;

That just as Ontario families do when finances get tight at home, the Ontario government should make adjustments as necessary to its finances while protecting our shared priorities, such as health care, education, the environment and public safety;

That the investments made over the last five years in vital public services and Ontarians’ key priorities like skills training, infrastructure, education, and health care will help Ontario weather the economic challenges in the short term and emerge stronger than ever;

And affirms our strongest possible support for Ontario workers, and families, and for a healthy, growing economy by continuing to implement the five-point economic plan that includes: investing in the skills of our people, making targeted tax cuts, investing in research and innovation, investing in infrastructure, and partnering with businesses, while also expanding trade ties within Canada and internationally and seeking fairness from the federal government for Ontarians.

Striking out all of the text after “That the Legislative Assembly of Ontario acknowledges” and replacing it with the following:

That, instead of seeking legislative approval to run a deficit and/or raise taxes, the government of Ontario take real action to address the province’s economic crisis;

That the taxpayers of Ontario deserve an immediate and comprehensive financial statement that fully opens up the public books, revealing the true state of everything from government revenues to reserve funds, what savings the government has found, and how it plans to handle any financial shortfalls;

That people who have lost their jobs or are worried about their futures deserve a comprehensive and realistic economic action plan designed to save existing jobs, attract new jobs and investment, and help the unemployed find new work here in Ontario;

That businesses struggling to stay afloat deserve competitive taxes, less red tape, sensible apprenticeship ratios, and a genuine customer service approach that welcomes new investment;

That families working to make ends meet deserve to see their government do what they are doing in tough times – discipline their spending and look for value for money – and that this should be reflected in sensible public sector restraint on hiring and wage increases, especially at the top;

That all Ontarians deserve to see their government provide leadership in this crisis, partnership with other levels of government, and accountability for the areas where it has control; and

That, putting partisan politics aside, all parties in the Ontario legislature should work cooperatively to implement these steps and others that will protect people’s jobs and investments, restore Ontario’s competitiveness, and put our province back on the path to prosperity.

That the amendment to the motion be amended by adding the following:-

That the government needs to immediately respond to current economic instability, the 230,000 jobs lost in the manufacturing sector, and the 40,000 direct and indirect jobs lost in the forest products industry by implementing a strategy that includes:

– An industrial hydro rate so that Ontario’s manufacturing and resource companies can count on stable, competitive hydro policies at a time when many competing jurisdictions have far lower industrial rates.

– A Jobs Protection Commissioner to help at-risk companies overcome financial difficulties – and save jobs.

– A Buy Ontario policy that would ensure that streetcars, subways, and buses continue to be made right here in Ontario resulting in the protection of thousands of good-paying jobs.

– Tougher plant closure legislation that would ensure that everything is done to prevent a profitable plant or mill from closing and enhanced, mandated severance.

– Expansion of severance eligibility and an increase in advance notice in mass layoff situations.

– Pension and wage protection that would make sure that workers get every penny they are owed from their employer when their company becomes insolvent or goes into bankruptcy.

– And finally, a refundable manufacturing and resource investment tax credit that would provide a real incentive for manufacturers and processors to invest in the building, equipment and machinery that leads to high paying, good quality jobs. Whereas, the McGuinty government has ignored a recommendation from the Canadian Medical Association to take immediate action on C. difficile, in light of deaths related to C. difficile several years ago in Quebec; and

Whereas, the McGuinty government, despite repeated calls by the Official Opposition, has failed to appoint an independent investigator to look into the tragic and preventable deaths caused by C. difficile in Ontario and has also refused to allow the Ombudsman to investigate the outbreak; and

Whereas, the McGuinty government, despite repeated calls by the Official Opposition, has failed to call a public inquiry, so that the public would know why these preventable deaths occurred and steps could be taken to prevent further deaths related to C. difficile in hospitals throughout Ontario; and

Whereas, the McGuinty government has failed to reassure the public by providing a comprehensive plan to combat C. difficile, putting the public at further risk of contracting C. difficile in Ontario hospitals; The government no longer has the confidence of this House. Filed on June 18, 2008.

Mr. Yakabuski – That, in the opinion of this House, the Government of Ontario should introduce legislation to exempt members of the Canadian Armed Forces from liability to pay the tax known as the Ontario Health Premium and that the Government immediately discontinue charging those members for that tax. Ms. DiNovo – That, in the opinion of this House, the Ontario Government should support the Federal motion to urge the government of the People’s Republic of China and representatives of Tibet’s government in exile, to continue their dialogue in a forward looking manner that will lead to pragmatic solutions that respect the Chinese constitutional framework, the territorial integrity of China and fulfill the aspirations of the Tibetan people for a unified and genuinely autonomous Tibet. a) Proclaim a regulation that implements an immediate temporary moratorium on issuing or renewing licences to operate Child Care Centres due to the potential consequences brought to light by present plans to acquire and consolidate ownership of existing for-profit operators;

b) Order a full policy review of child care in Ontario to ensure that future expansion only occurs in the not-for-profit sector upon ending the moratorium. Filed on March 17, 2008.

Mr. Wilson – That, in the opinion of this House, due to the potato industry in Ontario being subjected to the worst drought on record in 2007, affecting 30,000 out of 37,000 acres designated for potato growth, yielding the worst potato crop on record and presenting potato growers with huge losses, the Government of Ontario should instruct the Ministry of Agriculture to provide an ad hoc payment of $12.8 million to the potato farmers of Ontario for relief from the drought of 2007. Ms. MacLeod – That, in the opinion of this House, the Legislative Assembly should televise its proceedings online at www.ontla.on.ca; should make arrangements to have Bell Canada (including Satellite) televise proceedings (as Rogers Cable does) as part of their basic package; and should arrange with provincially funded cable stations TVO and TFO that daily Question Period is televised, in order to provide all residents of Ontario, particularly those in rural Ontario who do not have access to other cable sources, with access to the daily proceedings at Queen’s Park. Mr. Barrett – That, in the opinion of this House, families adjacent to the Douglas Creek Estates subdivision in Caledonia must be offered adequate and appropriate compensation, beyond anything negotiated to date, for their subjection to social, economic and psychological distress since the illegal occupation by native activists on February 28, 2006; so–called OPP “no-go zones” must be eliminated and OPP patrols and protection restored to these zones, as well as to the subdivision; and the subdivision must be restored to its former status as a residential subdivision. Mr. Arnott – That, in the opinion of this House, the Ministry of Tourism should establish a fund to offer loans of up to $25,000 to qualifying annual festivals and events that have experienced dramatic declines in attendance year-over-year because of poor weather or other unforeseen events. 69. Mr. Runciman – That, in the opinion of this House, in order to adequately address serious failings of Ontario’s justice system that have resulted in deaths of innocent Ontarians, the McGuinty government should implement the following:

a) Institute a policy of instructing Crowns to appeal all bail release decisions related to the commission of a crime with a weapon, possession of a weapon, and aggravated sexual assault;

b) Immediately invest, through reallocations, in a dramatically expanded electronic monitoring program, with instructions to Crowns that monitoring is requested when courts grant bail to individuals they, or police, believe pose a threat to public safety;

c) Institute greater restrictions on the Crown’s ability to plea bargain, without first receiving consent of victims and police, on charges of crime with a weapon, possession of a weapon, and aggravated sexual assault;

d) Enforce and collect all bail forfeitures; and

e) Upgrade electronic information sharing among justice system partners to ensure courts have all relevant information when making bail and sentencing decisions. Filed on November 27, 2008.

Mr. Lalonde – That, in the opinion of this House, in response to the current economic climate, the Ontario Government should ease the workload of business owners and allow them to focus on job creation, by permitting Ontario businesses that have a business number with the Canada Revenue Agency to use a single form when providing information relating to taxes they are required to pay under the Employer Health Tax Act and the Retail Sales Tax Act and premiums payable under the Workplace Safety and Insurance Act, 1997; and that updated information on this single form should be submitted to the Ministry of Finance on a quarterly basis on their assignment. Mr. O’Toole – That, in the opinion of this House, the Province of Ontario should act immediately to convene a Select Committee that will review Ontario’s current policies on pensions and consult with all Ontarians to develop measures that will ensure pensions remain viable and protected. Mr. O’Toole – That, in the opinion of this House, the Province of Ontario should review the mandate of provincial Local Health Integration Networks (LHINs) to ensure policies established by the LHINs do not result in Ontario’s smaller rural and community hospitals losing the level of service that they currently provide; and that in the opinion of this House, the Province of Ontario must act immediately to reaffirm its commitment to the principle of quality care, delivered close to home, by Ontario’s community hospitals; and furthermore, that the Ministry of Health and Long-Term Care establish specific dates and times when all community hospitals will receive annual funding, based on a formula approved by the Ontario Hospital Association and based on the principles of both need and population. Mrs. Munro – That, in the opinion of this House, the 8% sales tax increase will have a devastating effect on Ontario’s cultural industries; that increasing the cost of admission to movies, live theatre, art galleries, concerts, festivals and other artistic events by 8% will reduce attendance, costing jobs and restricting the public’s access to culture. ­ developing a made-in-Ontario Nuclear Waste Management Plan;

­ taking a lead role while working with their Federal counterpart and other stakeholders to develop a responsible nuclear waste management plan;

­ working with the partners to develop a nuclear waste management education and awareness plan; and

Mr. Dunlop – That, in the opinion of this House, the Government of Ontario and its Ministry of Community Safety and Correctional Services should consider replacing a system of right to strike with compulsory binding arbitration for correctional officers in the Province of Ontario. This being a long term cost saving for residents taking into account future health consequences and expenses; diesel trains being more polluting than the cars they would be replacing. Mr. O’Toole – That, in the opinion of this House, the Government of Ontario has a clear and necessary responsibility to protect the senior citizens of Ontario from abuse, of both the financial and physical nature, by stringently overseeing power of attorney for property and power of attorney for personal care implementation; furthermore, the regulations surrounding this implementation must be transparent and accessible to the grantor and family members involved, so that senior citizens, who so often experience manipulation and abuse, can be rightfully protected.
