That pursuant to Standing Order 46 and notwithstanding any other Standing Order or Special Order of the House relating to Bill 210, An Act to amend various Acts in respect of the pricing, conservation and supply of electricity and in respect of other matters related to electricity, when Bill 210 is next called as a government order, the Speaker shall put every question necessary to dispose of the second reading stage of the bill, without further debate or amendment, at such time the bill shall be Ordered for third reading, which order may be called on that same day; and

That, when the order for third reading is called, the Speaker shall put every question necessary to dispose of this stage of the bill without further debate or amendment; and

That, the vote on second and third reading may, pursuant to Standing Order 28(h), be deferred; and

That, in the case of any division relating to any proceedings on the bill, the division bell shall be limited to five minutes.

With unanimous consent, the following was agreed to with respect to tonight's debate on Bill 216:

That one hour be divided equally among the parties, beginning with the Government caucus, and that each party's one hour lead-off speech be reserved to the next time this Bill is called;

And for the purposes of Standing Order 46 tonight's debate be considered one full sessional day;

And that at the end of tonight's debate the motion for adjournment of the debate shall be deemed to have been made and the Speaker adjourn the House.

A debate arose on the motion for Second Reading of Bill 216, An Act respecting access to information, the review of expenses and the accountability of Cabinet ministers, Opposition leaders and certain other persons.

During the debate, the Acting Speaker (Mr. Brown) requested the Member for Kitchener Centre. (Mr. Wettlaufer) to come to order.

The Member having refused was named by the Acting Speaker and directed to withdraw from the service of the House for the balance of the sessional day.
