The Speaker addressed the House as follows:-

Standing Order 63(a) provides that "the Standing Committee on Estimates shall present one report with respect to all of the Estimates and Supplementary Estimates considered pursuant to Standing Orders 60 and 62 no later than the third Thursday in November of each calendar year."

The House not having received a report from the Standing Committee on Estimates for certain ministries on Thursday, November 27, 2008, as required by the Standing Orders of this House and by the Order of the House dated Thursday, October 9, 2008, pursuant to Standing Order 63(b) the Estimates before the Committee of the Ministry of Energy, Ministry of Public Infrastructure Renewal, and Ministry of Municipal Affairs and Housing are deemed to be passed by the Committee and are deemed to be reported to and received by the House.

Accordingly, the Estimates (2008-2009) of the following ministries were deemed to be passed by the Standing Committee on Estimates and were deemed to be reported to and received by the House:-

A debate arose on the motion for Third Reading of Bill 99, An Act to protect and restore the ecological health of the Lake Simcoe watershed and to amend the Ontario Water Resources Act in respect of water quality trading.

Il s'élève un débat sur la motion portant troisième lecture du projet de loi 99, Loi visant à protéger et à rétablir la santé écologique du bassin hydrographique du lac Simcoe et à modifier la Loi sur les ressources en eau de l'Ontario en ce qui concerne un système d'échange axé sur la qualité de l'eau.

After some time, the motion was declared carried and the Bill was accordingly read the third time and was passed.
