Debate was resumed on the motion adjourned on May 8, 2003 by Mr. Conway arising from the Speaker's ruling of May 8, 2003.

After some time, Mr. Bisson moved,

That the motion be amended by adding the following thereto:-

"and not to present the budget in this way constitutes a clear contempt of the House."

The debate continued and, after some time,
