On a point of order being raised on the orderliness of Bill 2, at 4:25 p.m. the Deputy Speaker recessed the House for 10 minutes.

Upon her return, the Deputy Speaker delivered the following ruling:-

I would like to thank the Member for his point of order.

Firstly, the orderliness of the Bill should properly be challenged prior to or at the commencement of debate on the Bill. This is now the second day of debate on the Bill, and the Member himself has begun to participate.

I understand that the Member now says he has information that was not available earlier with respect to possible amendments to the Bill. I would simply say that it is not at all uncommon for Members on both sides of the House to indicate during second reading debate on a bill that they intend to bring forward amendments in Committee. That appears to be the case here and is entirely consistent with normal practice.

I therefore find that the Bill is properly before the House and this debate is in Order.
