This being the first day of the Second Session of the Forty-First Parliament convoked by Proclamation of the Lieutenant Governor for the dispatch of business, and the members of the House having assembled:

Her Honour the Lieutenant Governor entered the Legislative Chamber and, having taken her seat on the Throne, was pleased to open the Session by reading the Speech from the Throne (Sessional Paper No. 1).

Her Honour was then pleased to retire.

A vacancy has occurred in the membership of the House by reason of the resignation of Madeleine Meilleur as the Member for the Electoral District of Ottawa—Vanier, effective June 30, 2016 (Sessional Paper No. 674).

Accordingly, I have issued my warrant to the Chief Electoral Officer for the issue of a writ for a by-election.

A Writ of Election dated the Third day of August, 2016, was issued by the Honourable Lieutenant Governor of the Province of Ontario, and was addressed to Kim England, Returning Officer for the Electoral District of Scarborough–Rouge River, for the election of a Member to represent the said Electoral District of Scarborough–Rouge River in the Legislative Assembly of this Province in the room of Bas Balkissoon who, since his election as representative of the said Electoral District of Scarborough–Rouge River, has resigned his seat. This is to certify that, a poll having been granted and held in Scarborough–Rouge River on the First day of September, 2016, Raymond Cho has been returned as duly elected as appears by the Return of the said Writ of Election, dated the Eighth day of September, 2016, which is now lodged of record in my office.

Un décret de convocation des électeurs et des électrices a été émis le troisième jour de août 2016 par l’honorable lieutenante-gouverneure de la province de l’Ontario à l’adresse de Kim England, directrice du scrutin de la circonscription électorale de Scarborough–Rouge River, en vue de l’élection d’un député pour représenter ladite circonscription électorale de Scarborough–Rouge River à l’Assemblée législative de la province à la place de Bas Balkissoon qui, depuis son élection à titre de député de ladite circonscription électorale de Scarborough–Rouge River, a démissionné. Nous attestons par la présente qu’un scrutin ayant été décidé et tenu dans Scarborough–Rouge River le premier jour de septembre 2016, Raymond Cho a été dûment élu, tel qu’en fait foi le rapport de ladite élection, en date du huitième jour de septembre 2016, qui a été déposé au registre de mon bureau.
