Mr. Naqvi — That, pursuant to Standing Order 47 and notwithstanding any other Standing Order or Special Order of the House relating to Bill 15, An Act to amend various statutes in the interest of reducing insurance fraud, enhancing tow and storage service and providing for other matters regarding vehicles and highways, when the Bill is next called as a Government Order, the Speaker shall put every question necessary to dispose of the Second Reading stage of the Bill without further debate or amendment and at such time the Bill shall be ordered referred to the Standing Committee on General Government; and,

That the Standing Committee on General Government be authorized to meet on Wednesday, November 5, 2014, from 1:00 p.m. to 3:00 p.m. and 4:00 p.m. to 6:00 p.m. for the purpose of public hearings on the Bill; and

That the Clerk of the Committee, in consultation with the Committee Chair, be authorized to arrange the following with regard to Bill 15:

• Notice of public hearings on the Ontario Parliamentary Channel, the Legislative Assembly's website and Canada NewsWire;

• Witnesses are scheduled on a first-come first-served basis;

• Each witness will receive up to 5 minutes for their presentation followed by 9 minutes for questions from committee members;

• the deadline for written submissions is 6:00 p.m. on the day of public hearings;

That the deadline for filing amendments to the Bill with the Clerk of the Committee shall be 1:00 p.m. on Friday, November 7, 2014.

That the Committee be authorized to meet on Monday, November 17, 2014, during its regular meeting times for the purpose of clause-by-clause consideration of the Bill; and

On Monday, November 17, 2014, at no later than 4:00 p.m., those amendments which have not yet been moved shall be deemed to have been moved, and the Chair of the Committee shall interrupt the proceedings and shall, without further debate or amendment, put every question necessary to dispose of all remaining sections of the Bill and any amendments thereto. Any division required shall be deferred until all remaining questions have been put and taken in succession with one 20-minute waiting period allowed pursuant to Standing Order 129(a); and

That the Committee shall report the Bill to the House no later than Tuesday, November 18, 2014. In the event that the Committee fails to report the Bill on that day, the Bill shall be deemed to be passed by the Committee and shall be deemed to be reported to and received by the House; and

That, upon receiving the report of the Standing Committee on General Government, the Speaker shall put the question for adoption of the report forthwith, and at such time the Bill shall be Ordered for Third Reading, which order may be called that same day; and

That, when the Order for Third Reading of the Bill is called, two hours shall be allotted to the Third Reading stage of the Bill, apportioned equally among the recognized parties. At the end of this time, the Speaker shall interrupt the proceedings and shall put every question necessary to dispose of this stage of the Bill without further debate or amendment; and

That, in the case of any division relating to any proceedings on the Bill, the division bell shall be limited to 5 minutes.

1. Mr. Yakabuski — That the Legislative Assembly of Ontario calls upon the government,

To recognize that the Standing Committee on Justice Policy has been investigating the destruction of documents regarding the cancellation of the Mississauga and Oakville gas plants during the 2011 election. Further, that the committee has not fully completed its investigation, and that the two essential witnesses of the investigation who were named in the Ontario Provincial Police's information to obtain, Peter Faist and Laura Miller, who were originally scheduled to appear at committee before the June election have not yet testified.

Mr. Arnott — That, in the opinion of this House, the Minister of Transportation should prioritize the Highway 6 Morriston Bypass project by placing it on the Southern Highways Program, the Ministry's five-year investment plan in highway construction for Southern Ontario; and in the short term, support immediate measures to calm highway traffic though Morriston in the Township of Puslinch. Mr. Arnott — That, in the opinion of this House, the Minister of Transportation should immediately move forward to fulfill the Government's commitment to provide full day, two way GO Transit train service on the Kitchener Line between Waterloo Region and the GTA with stops in Wellington-Halton Hills. Mr. Arnott — That, in the opinion of this House, the Government should develop a strategy to ensure that all Ontarians have access to affordable, reliable, high speed internet; and work collaboratively with the Western Ontario Warden's Caucus and the Federal Government to achieve this goal through the development of public/private partnerships. Mr. Clark — That, in the opinion of this House, the Minister of Health and Long-Term Care should immediately consider all options to remove the cost of mandatory water testing from non-profit organizations that operate Small Drinking Water Systems; and further that these options include having tests conducted at no charge by local public health units, as is now the case for rural homeowners. Mr. Clark — That, in the opinion of this House, to express the gratitude all Ontarians feel, the Lieutenant Governor's Military Service Pin should be established to recognize the sacrifices of Ontarians who have served, or are serving, in Canada's armed forces with valour and distinction in conflicts around the world to uphold the values of liberty, justice and peace that we all hold dear; and that the pin should be designed to be worn on civilian clothing in order that those who have served may be recognized when they are not in uniform. Ms. DiNovo — Enquiry of the Ministry — Would the Minister of Transportation explain how much money will be raised next year from each of the revenue sources stated in the budget (dedicate funds from the gas tax, the HST on gasoline and diesel, restricting large corporations from claiming the small business deduction, restricting the fuel tax exemption for road-building machines, and an aviation fuel tax increase) to pay for next year's spending of $1.7 billion for the GTHA. Ms. DiNovo — Enquiry of the Ministry — Would the Minister of Transportation explain how he plans to make up for the revenue shortfall after 2014-2015 when dedicated transit funds amount to only $713 million in permanent revenues and about half the permanent revenues needed in order to sustain average spending of $1.5 billion a year is missing. Ms. DiNovo — Enquiry of the Ministry — Would the Minister of Transportation state what the projected deficit for the Union-Pearson Express is in 2020 since it costs roughly $65 million to operate the Union-Pearson Express, and the government is only expecting 2.46 million riders by 2020, each paying a $20 fare i.e. barely $50 million in revenue, leaving a $15 million a year gap.
