Ms. Wynne moved,

Mme Wynne propose,

That the Legislative Assembly of Ontario call upon the federal government to recognize that there is a need to improve and strengthen the retirement income system in Canada and take immediate steps to implement enhanced Canada Pension Plan benefits for all Canadians;

Whereas the Canada Pension Plan is the foundation of the nation's retirement income system, the maximum CPP retirement benefit for new retirees is just over $1,000 per month or $12,000 per year; and the percentage of new beneficiaries receiving maximum CPP retirement pension is only 6 per cent and where the average Ontarian is receiving just under $7,000 per year, or just 56 per cent of the maximum benefit;

And recognizing the retirement savings challenge, the Ontario government has developed a comprehensive retirement income strategy and is leading the call for a CPP enhancement;

An enhancement to the CPP is critical to ensuring that Ontarians, particularly middle-income earners, have greater financial security in retirement;

The Ontario government has laid out and received agreement from other provinces on a number of objectives for strengthening the retirement income system, including a CPP enhancement, focusing on today's workers, moderating the effect on the economy and improving the retirement incomes of those most at risk;

And while others will say we can put this off for another day, the Legislative Assembly of Ontario disagrees and encourages the federal government to agree to enhance CPP now;

And that this Assembly agree that Ontario should pursue its own solution to enhancing retirement security should the federal government not respond in a timely fashion.

Mr. Yakabuski moved,

That the following be added at the end of the motion:

"And that the Legislative Assembly of Ontario believes that the Wynne government has failed to put forward a jobs plan over two months after the House cleared the decks;

Therefore, it is the opinion of this House that the House Leaders of all three recognized parties shall schedule a debate one week following the passage of this motion and a vote on the motion of want of confidence standing in the name of Jim Wilson, MPP, Simcoe–Grey."

Mr. Klees — That, in the opinion of this House, the Government of Ontario should reinstate the on-site 24/7 personal support services for seniors and people with disabilities who reside in York Region's assisted living residences; and

That the Central Local Health Integration Network be directed to commission an independent review of the proposed change from an on-site care model to the proposed hub-and-spoke service model and the impact on the level and quality of care, the financial and capacity implications to other health care services such as EMS and local hospitals and the feasibility of retaining on-site 24/7 personal support services in specified supportive housing residences in addition to the proposed hub-and-spoke service delivery model that would serve the broader community.

41. Mr. Hoskins — That the Legislative Assembly of Ontario recognizes the importance of the auto sector to Ontario's economy, contributing $12.7 billion to our GDP and is directly employing nearly 100,000 Ontarians across the province and;

Whereas Ontario supports free trade - communities across the province benefit from being able to export the goods they produce to markets around the world - new trade agreements have to be grounded in solid economic objectives, but most importantly, they need to benefit Ontarians.

Therefore, with the expected completion of the Canada-South Korea Free Trade Agreement, this Assembly calls on the federal government to ensure that any deal reached contains conditions and safeguards to ensure a fair agreement that will help our auto sector continue to thrive and;

Recognizing the numerous non-tariff barriers that affect the ability of Ontario automakers to export to the South Korean market, and that the United States successfully negotiated a side agreement on the auto sector that we can learn from,

Therefore, Ontario calls on the federal government to negotiate a fair agreement that supports the continued success of our auto sector. Filed December 12, 2013.

3. Mr. Wilson — That, in the opinion of the Legislative Assembly of Ontario, Ontario families need to see a long-term plan for more full-time jobs;

And that if the Liberal Government has not tabled a budget or implemented the Million Jobs Plan by the end of this fiscal year, the House Leaders of the three recognized parties should schedule a debate and vote on the motion of want of confidence number 2 appearing on the March 19, 2014 Orders and Notices Paper, standing in the name of Jim Wilson, MPP, Simcoe–Grey, following Routine Proceedings on Wednesday, April 2, 2014. SPECIAL DEBATES – WANT OF CONFIDENCE

DÉBATS SPÉCIAUX – CENSURE

1. Mr. Wilson — Whereas, the McGuinty-Wynne Governments have repeatedly put the political fortunes of the Liberal Party ahead of both the people and the Province of Ontario, abused their power and wasted hundreds of millions of taxpayer dollars to cancel gas plants in both Oakville and Mississauga so as to retain Liberal seats and save their own political skins in a desperate attempt to cling to power;

Whereas, the Speaker of the Legislature made a finding of prima facie breach of privilege for nonproduction of documents requested by the Standing Committee on Estimates, which when finally provided, revealed that the Liberal Government had failed to report the true costs of the cancelled gas plants and also exposed inappropriate political interference at the highest levels of the Liberal Government;

Whereas, the Auditor General, in the wake of the growing scandal, sought to expose the true costs of the cancelled gas plants after numerous Liberal Ministers, including then Premier McGuinty and Premier Wynne in her previous Ministerial role, made public pronouncements, both in the House and to the media that were suspiciously low. The Auditor General confirmed on April 15th, 2013 that the true cost of cancelling the Mississauga Gas Plant was $275 million dollars, or 45% higher than what the Liberal Government had repeatedly told the people of Ontario;

Whereas, Premier Wynne, in her former Ministerial role personally Chaired the meeting and signed off on the process that cancelled the Oakville Gas Plant, yet never disclosed her role in this decision until evidence surfaced that showed Premier Wynne, in fact had known intimate details about the true costs associated with the Liberal Government's decision to cancel the Oakville gas plant;

Whereas, conflicting testimony before the Standing Committee on Justice has hindered the Committee's ability to get to the bottom of the gas plant scandal;

Whereas, the gas plant scandals, combined with those at eHealth and ORNGE amount to literally billions of taxpayer dollars being wasted on scandals and expose the McGuinty-Wynne Liberal Government's utter lack of competence and its failure to get the basics right so as to get results for Ontarians; and, these scandals prove that the Liberals will put selfish interests of their Party ahead of the people and Province of Ontario;

Therefore, the Government has lost the confidence of this House. Filed April 29, 2013.

2. Mr. Wilson — Whereas, Ontario needs to implement a turnaround plan immediately that is focused on more jobs and less debt;

Whereas, the Liberal government's refusal to table a budget plan prior to the end of the fiscal year in accordance with the long-standing commitment of this government, demonstrates the Premier has no plan to create jobs or balance the budget;

Whereas, six other provinces and the Government of Canada have already tabled their budgets;

Whereas, the Wynne government has only focused on raising taxes on the middle class like the so-called health tax, the HST, eco taxes and payroll taxes, in addition to higher taxes on job creators;

Whereas, Premier Wynne continues Dalton McGuinty's legacy of unaffordable power subsidies and out-of-control government spending that has doubled hydro rates, doubled our debt and is keeping Ontario in recession and costing jobs;

Mr. Hillier — That, in the opinion of this House, the government must recognize the need to continue on with the business of the prior session of the House with regards to Bill 16, the Public Safety Related to Dogs Statute Law Amendment Act, 2011 of the first session of the fortieth Parliament of the Legislative Assembly of Ontario, resurrect Bill 16 in the form it was in on the 10th of May 2012, that is ordered for third reading, and call the Bill for third reading in the House. Mr. Hillier — That, in the opinion of this House, the House recommend to the Standing Committee on the Legislative Assembly to: (a) consider the reform of Standing Order 39 to allow for electronically-signed petitions to be tabled before the Legislative Assembly of Ontario with equal standing to that of traditional petitions; (b) study the practices of other Westminster-style Parliaments in relation to e-petitions; (c) propose any necessary modifications to the Standing Orders and the practices of the House; and (d) report its findings to the House no later than four weeks following the adoption of this Order. Mr. Hillier — That, in the opinion of this House, the House recommend to the Standing Committee on the Legislative Assembly that the Standing Orders of the House be amended such that any member is permitted during Introduction of Bills to table a motion requesting a review and debate upon the merits of any regulation filed with the Registrar of Regulations; and that, if this motion is passed, the government ensure the motion is debated within that session of Parliament and allow up to two hours of debate. Mr. Hillier — That, in the opinion of this House, the House recommend to the Standing Committee on the Legislative Assembly that the Standing Orders of the House pertaining to the Standing Committee on Regulations and Private Bills be amended to include that the Committee shall review regulations to ensure that the regulation does not make any unusual or unexpected delegation of power. Mr. Hillier — That, in the opinion of this House, the Standing Committee on the Legislative Assembly should be instructed to propose modifications to the Standing Orders and the practices of the House requiring that the Assembly not be adjourned earlier than 6 p.m., except by unanimous consent, if there are private members' motions on the Order Paper that have not been debated and that those motions will be debated in the chronological order of their introduction. Mr. Dunlop — That, in the opinion of this House, the Government of Ontario and its Ministry of Training, Colleges and Universities should immediately take steps to abolish the Appointments Council of the Ontario College of Trades; and furthermore, to allow all tradespeople, who are required by law to be members of the Ontario College of Trades, the ability to democratically elect their own Board of Governors in an open and transparent manner. Ms. Forster — That, in the opinion of this House, provincial and federal legislation should be amended to ensure that workers are compensated for certain unpaid wages and benefits when an employer who operates in Canada declares bankruptcy in a foreign jurisdiction, since the federal Wage Earner Protection Program currently does not compensate workers for such amounts. Ms. MacLeod — That, in the opinion of this House, a Select Committee on Ontario's Energy System in Emergency Situations should be immediately appointed to review and report to the House its observations and recommendations about the province's response to the ice storm that took place on December 21st, 2013 and to study the province's emergency preparedness and develop a protocol for quicker responses in the future; and

That in developing its strategy and recommendations, the Committee shall focus on the following issues:

• Proactive measures that could have been taken to prevent widespread power outages;

• The role of the Government in the lead up to the ice storm, during, and after the subsequent blackout;

• To review any assistance measures and programs that the Government has used or created in response to the December ice storm; and

That the Committee have the authority to meet on Monday mornings from 9:00 a.m. to 10:25 a.m., and Thursday afternoons from 1:00 p.m. until 4:00 p.m., when the House is in session; and

That the Committee shall have the authority to call for persons, papers and things, to employ counsel and staff and, as the committee deems relevant to its terms of reference, to commission reports and adjourn from place to place, subject to the normal budget approval from the Board of Internal Economy; and

That the Committee shall present an interim report to the House no later than April 8th, 2014, and a final report no later than May 30th, 2014; and

That in the event of and notwithstanding any prorogation of the House before the presentation of the committee's final report, the Committee shall be deemed to be continued to the subsequent session or sessions and may continue to meet during any such prorogation; and

That the Committee shall be comprised of: four members from the Government Caucus, one of whom shall be the Chair, three members from the caucus of the Official Opposition and two members from the caucus of the Third Party; and

That the Chief Whip of each of the recognized parties shall indicate in writing to the Clerk of the House, within five sessional days of the passage of this motion, their party's membership on the Committee. Filed February 26, 2014.
