Mr. Hoy from the Standing Committee on Finance and Economic Affairs presented the Committee's Report on Pre-budget Consultation 2005 and moved the adoption of its recommendations (Sessional Paper No. 381).

After some time, pursuant to Standing Order 9, the motion for the adjournment of the debate was deemed to have been made and carried.

M. Caplan propose,

That, pursuant to Standing Order 46 and notwithstanding any other Standing Order or Special Order of the House relating to Bill 167, An Act to amend the Education Act when Bill 167 is next called as a Government Order the Speaker shall put every question necessary to dispose of the second reading stage of the bill without further debate or amendment and at such time the bill shall be ordered for third reading which order may be called on that same day; and

That the Speaker shall put every question necessary to dispose of the third reading stage of the bill without debate or amendment; and

That there shall be no deferral of the second reading vote allowed pursuant to Standing Order 28(h) however, a deferral of the third reading vote shall be allowed pursuant to Standing Order 28(h); and

That, in the case of any division relating to any proceedings on the bill, the division bell shall be limited to ten minutes.

A debate arose and after some time, Mr. Baird moved that the motion be amended by striking out the word "ten" in the last line and substituting "forty-three".

The debate continued and after some time, Mr. Baird moved that the amendment be amended by striking out "forty-three" and substituting "ten" and by striking the second instance of the word "any" in the last line and substituting the word "all".

The question being put on the amendment to the amendment, it was declared carried.

The question being put on the amendment as amended, it was declared lost.
