M. Sorbara propose,

That the Minister of Finance be authorized to pay the salaries of the civil servants and other necessary payments pending the voting of supply for the period commencing October 1, 2003, and ending March 31, 2004. Such payments to be charged to the proper appropriation for the 2003-2004 fiscal year following the voting of supply.

With unanimous consent, notwithstanding Standing Order 66(b), it was agreed that 15 percent of the time available for debate on the Interim Supply motion would be allotted to Independent members.

That, notwithstanding Standing Order 6(a), the House shall continue to meet until Thursday, December 18, 2003, at which time the Speaker shall adjourn the House without motion until Monday, March 22, 2004.

By unanimous consent, the time available for the evening debate was divided equally among the Government, Official Opposition and Independent Members.

A debate arose and, after some time, the question having been put, the Acting Speaker (Mr. Ouellette) declared his opinion that the Ayes had it, and a recorded vote having been demanded,

I have received a request from the Chief Government Whip, under Standing Order 28(h), that the vote on Government Notice of Motion Number 2 be deferred until November 25, 2003.

Therefore the vote is accordingly deferred.
