The First Deputy Chair (Ms Marilyn Churley): Mr Speaker, I have made a ruling in the House that has been challenged. The minister from Willowdale was making a point of order that all of the amendments didn't have to be read in their fullness, based on practices in the House. I ruled that members have a right to know what they are voting on, and I was going to proceed and say that I will therefore read the amendment unless the process is dispensed. My ruling has been challenged.

The Speaker: Thank you.

Hon Charles Harnick (Attorney General, minister responsible for native affairs): Mr Speaker, I would first like to refer you to standing order 26. Standing order 26 states that when the question under discussion does not appear on the Orders and Notices paper or has not been printed and distributed, any member may require it to be read at any time of the debate but not so as to interrupt a member while speaking. I have a couple of submissions to make about that section.

First of all, I submit to you that the amendments have all been printed and distributed to all caucuses in this place, and I don't believe there is any dispute about that fact. I also believe and submit, Mr Speaker, that we are no longer within the time of debate. The debate concluded with the time allocation motion, and the time allocation motion took us into the next or the voting procedural stage of the process.

I also submit to you that the time allocation motion that we are dealing with is on all fours with the time allocation motion that was dealt with under Bill 26. Mr Speaker, the next thing I'd like to refer you to is to the Hansard for the standing committee on general government, Bill 26, the Savings and Restructuring Act, dated January 26, 1996, at page G-1429. I'd just like to read a portion of that to you, to show you what the practice of the House is in the same circumstance that we are now in. It begins under the number 1300, and it says:

"The Chair: Thank you, Mr Silipo. That is not a point of order.

"The beginning place for this is schedule E, amendments to the Capital Investment Plan Act, 1993, and the Highway Traffic Act relating to highway tolls. We will deal with the amendments first. The first amendment is an NDP amendment to subsection 1(1).

"Ms Lankin: Excuse me. What page are you on?

"Mrs McLeod: Just give us a fighting chance to start at the right place, Mr Chair.

"The Chair: Page 11.

"Mrs McLeod: Page 11.

"Mr Clement: Of the amendments.

"Mrs McLeod: Oh. Thank you very much.

"The Chair: All those in favour?

"Ms Lankin: Just a second. I haven't even got to the page, Mr Chair. I know you're certainly anxious, but, you know" --

Then Mr Silipo states:

"Aren't you going to read this, Mr Chair?

"The Chair: By virtue of the fact that they're deemed to have been moved, they're also deemed to have been read.

"Mr Silipo: Okay. So you won't have to read them again" --

Speaker, what I submit to you is that this demonstrates a practice that exists in this Legislature, and I say that by virtue of the practice that took place before the standing committee on general government. I believe that we have a way to deal with now agreeing that all of these amendments that we are now so tediously reading can be deemed to be read, and we can then get on with the voting process and we can in fact identify all of this series of amendments by merely identifying the street, because every one of them is the same, and certainly every member of the Legislature is familiar with the contents of these amendments. We've heard them read now for almost -- Thursday, Friday, Saturday, Sunday -- we've done about four full days now.

So, Mr Speaker, I submit to you that we can proceed with the amendments without the need to read them in, and I think there is an opportunity now to break the deadlock and move forward and ultimately begin the voting process on Bill 103.

Ms Frances Lankin (Beaches-Woodbine): Mr Speaker, before I begin, could I ask if the member could give us the citation again of the Hansard reference that he just made so that we could take a look at that while we're proceeding?

Hon Mr Harnick: It's the standing committee on general government, Bill 26, Savings and Restructuring Act, 26 January 1996, page G-1429.

Ms Lankin: Thank you very much. Firstly, Mr Speaker, I want to make the point that the Attorney General obviously had a number of references to standing orders and to Hansard transcripts which he believed are in support of the point of order. I would put to you that it would have been appropriate for the Attorney General to make that argument, as well, before the committee of the whole so the committee of the whole had full information when attempting to rule on this and also so that the members of the opposition were aware of the arguments that were being put and would be in a position also to respond, at that time and before you, to those arguments. I believe that is disrespectful of the process.

Secondly, to go to the point of order that has been raised, the minister refers to standing order 26. I would suggest to you that is not relevant to the order at hand. It reads:

"When the question under discussion does not appear on the Orders and Notices paper, or has not been printed and distributed, any member may require it to be read at any time of the debate, but not so as to interrupt a member while speaking."

Firstly, it deals with a question. The question under consideration here is not the amendment. The question under consideration is section 24 of the bill, but more importantly, it deals with during a debate, and as we know, we are not in that stage.

With respect to the Hansard reference that the minister has provided the assembly with, I point out to you that it is a Hansard reference from a standing committee and the procedures there are in fact quite different than the procedures in committee of the whole and in the House.

Just to help you, and to give you an example of another Hansard reference of a committee of the whole, which I believe is more relevant and more to the point, more in keeping with what we have here, I would refer you to the Hansard from Tuesday 6 July 1993, when the assembly was in committee of the whole House dealing with Bill 48. I'm referring now to page 2234. At that time the Chair indicated:

"It is now 5:45 and according to the terms of the order of the House dated July 5, 1993, all remaining amendments are deemed to have been moved. I shall now put every question necessary to dispose of all remaining sections and amendments."

If you look at the pages that follow you will see that when it comes to amendments to particular sections, those are read into the record, actually, to the point where, on page 2236, the Honourable Mr Laughren, the then Minister of Finance, requested "Dispense." At that point in time the Chair, as the practice has been in this committee of the whole, inquired of the members in the committee of the whole, "Dispense?" At that point one member, Mr Stockwell, said, "Read it in." The Chair continued, at that point in time, to read the entire amendment. That process continued for a number of pages, and I guess at some point in time some member of the government -- I don't know, it doesn't clearly say whether it was Mr Laughren again or not -- at page 2241, requested "Dispense," and the Chair asked "Dispense?" and one member, Mr Stockwell, said, "No, read it in." I won't continue; the record does continue.

Mr Speaker, I am sure you will know exactly what you ruled, but if memory, which is a bit foggy at this point, serves me well, I believe at the beginning of this process you indicated that it would be appropriate for these matters to be read in. It has been indicated that it would be appropriate for it to be read in at this point unless there is unanimous consent to dispense, as well as when we get to the deferred votes.

There have been precedents in the House, during the stacked deferred votes, where members require the amendment to be read in for clarification of the process, and in order for orderly proceedings with respect to the voting, it is entirely possible for it to be read in a second time at that point. Recognizing that with the doors tiled it's a very long process, on many occasions members have not done that, but I believe it is entirely in order.

I would indicate that I have not yet received a copy of the Hansard transcript that the minister refers to. I've asked staff to get that copy. I don't know whether that would provide any other reasons or arguments that I would wish to put to you. I'm sorry to be in this situation, but as I indicated, the minister chose not to reveal his arguments prior to asking the Chair of the committee of the whole for a ruling.

Mr James J. Bradley (St Catharines): Mr Speaker, clearly those who have been in the House for a number of years would know that the common practice has been to read the amendments unless there was an agreement. It's a rather simple matter that the Attorney General has raised in the House. If there has been unanimous agreement not to read the amendments in the House then that has been allowed. When people say "Dispense" and there's general agreement to dispense, we've always dispensed with the reading of it. When there has been even one person who has objected to the dispensing motion or suggestion, then the presiding officer has in fact had the amendments read. It seems to me you did rule on that earlier, and that has been the practice, to my knowledge, if that's helpful to you, over the years, in any instances when I've been in committee of the whole.

Hon Mr Harnick: Mr Speaker, I think what we're talking about is the issue or the definition of legislative practice. I don't think, and I submit to you, that there is any right or wrong answer to what a practice is. Practices develop in given circumstances. The situation that I referred you to from the general government committee was a practice that developed and in fact worked quite successfully in that process. What I submit to you is that, yes, in certain circumstances, as the member for Beaches-Woodbine outlined, a different practice was used. It doesn't mean that what happened at the general government committee was wrong or that a mistake was made in the case that the member for Beaches-Woodbine sets out. What it does mean, I submit to you, is that you have the flexibility to take a look at how broadly you wish to define practice.

Given the circumstances that we are in today, given the circumstances that today it appears that amendments are created by computer as opposed to by thoughtful drafting, certainly you have a certain latitude to say what the practice should be in conjunction with the particular situation that we are in. I don't think, Mr Speaker, again, that there's a right or wrong answer, but I think the general circumstances that exist should be considered.

Mr Bud Wildman (Algoma): I've listened carefully and I now have the reference that the Attorney General has referred to, of the general government committee. I think it's important to recognize two things. I agree with him that there may not be a right or wrong answer in dealing with practice. We are dealing in this committee of the whole House with the normal practice of this House, and that is, where there is a request for dispensing of reading, the Chair asks if the House agrees, and if there is not unanimous consent then the amendment is read. That is normal practice, a long-time practice that I have been familiar with for 22 years in this Legislature.

If we look at the particular matter in the standing committee on general government that is cited by the Attorney General, you'll see that on G-1429 and on G-1430 there is some discussion in the committee about whether or not the amendments will be read and the Chair says they have been deemed to have been read. I think what is significant is the reaction of other members of the committee to that. They acquiesce. In other words, they agree. It is done by agreement. They agreed.

Mr Silipo said, "Okay. So you won't have to read them again" --

Hon Mr Harnick: Let's hear what Mrs Caplan says.

Mrs Caplan just says, "Now, when you're saying page 11, is that page 11 on the printed page or page 11 -- " That's all she says at that point. Then the Chair says, "Page 11 of the amendments."

Then Ms McLeod says on the next page, 1430: "There are pages where the amendments have been renumbered, as you know, including at the nth hour. It is virtually impossible for anybody to have renumbered all these pages, so if you could at least give us some indication of what we're dealing with, it would be helpful."

"The Chair: As we go through, we will try to avoid any conclusion."

So they proceed. I would submit to you that this is done with the acquiescence of the members of the committee.

We have been asked here for unanimous consent repeatedly, and for whatever reason, various members of the committee of the whole House have not agreed to unanimous consent to dispense with the reading.

Hon Ernie L. Eves (Deputy Premier, Minister of Finance): Mr Speaker, if I may briefly address the same point of order, I would like to bring to your attention that the ruling that was given by the Chair of the standing committee on general government that's been alluded to by the Attorney General was agreed to by the member for Oriole, the member for Dovercourt, the member for Beaches-Woodbine --

Mr Wildman: That's my point.

Hon Mr Eves: -- who is now speaking in opposition to the argument, and the member for Fort William. All did not unanimously agree, with all due respect, I say to the member for Algoma. They accepted the Chair's ruling.

Mr Wildman: They didn't.

Hon Mr Eves: No, they accepted the Chair's ruling. There was no call for unanimous consent. I invite you to look at Hansard, Mr Speaker, and see if unanimous consent was ever requested or asked for, because they agreed that the Chair had made, in fact, an appropriate and proper ruling.

There is a difference also, I say to the member for Beaches-Woodbine, between the circumstance that the member for St Catharines alluded to, because I believe, if you check the Hansard and the two examples they have chosen, they were not dealing there with a time allocation motion.

The difference is quite precise and to the point, I think. In a time allocation motion, where they have been deemed to have been moved, we have one ruling I know of in the history of the Ontario Legislature where the Chair of a committee has ruled that where they have been deemed to have been moved, they have also been deemed to have been read. That is the difference between the two circumstances that the member for Beaches-Woodbine was alluding to and that the member for St Catharines was alluding to, and I would respectfully ask you to take those matters under advisement.

Mr John Gerretsen (Kingston and The Islands): Mr Speaker, when we speak about a body of law, such as tradition and precedents, that we have in the House or anyplace else, we're talking about a series of positions that have been taken over a certain period of time, out of which then certain conclusions can be drawn, upon which parliaments in the future can rely.

If the Attorney General and the Minister of Finance point merely to one isolated incident where in one committee of this House -- not the committee of the whole, not the House itself but a committee of the House -- that has either been unanimously agreed to by that committee or acquiesced in by certain members of that committee, if he relies on that as being the precedent for no longer going through with the standard practice of having the amendments read either in the committee of the whole or before committees, then I would say he is totally wrong in that. Practice and precedent take a lot more than one isolated incident that may have occurred in the past on which to rely for any future ruling. I would suggest and respectfully submit that you uphold the ruling of the Chair.

Ms Lankin: Mr Speaker, I want to come back to again underline the distinction between a ruling that was made by a Chair of a standing committee, in a process in a standing committee, and a process in committee of the whole under a time-allocated bill, which is where we are now. The Hansard reference I provided for you I believe is more to the point. But while I know you have on a number of occasions indicated that you could not overrule what happens in a standing committee, that it's a different process, we do know that there are sometimes decisions taken there that we have all in this assembly questioned but we live with those.

The particular Chair of this standing committee actually liked the concept of deeming, I guess. There was a debate that followed two pages on from where the Attorney General read into the record today which was when the members got into voting on the amendments and the Chair indicated that he would have to read through all 350 amendments, and if there were divisions, the divisions would be stacked to the end and then we would go through them again and would have to vote on them all at that point in time. At that point, given that we weren't reading the text of the amendments in, it would have been a series of, "Amendment 1: ayes, nays, division, deferred; amendment 2: ayes, nays, division, deferred." The discussion that ensued went something like this, and I as a member of the committee at that time, along with a number of others, was trying to bring some reason to the approach and suggested in the middle of the text of my interjection on page 1430:

"So far, you've told us that we've deemed that they've all been moved and we've deemed that they've all been debated, we've deemed that they've all been read into the record. We're doing a lot of deeming, so let's deem one more time. Let's deem that they have all been read and divided on and deferred and now called back. Let's get unanimous agreement to deem that they have all had a division requested on each one, deferred and now called back."

Then there's a little more debate. Again I'm trying to be helpful at that point and I say: "I respect the rules. Because I have chaired enough" of them. I'm trying to bring some reason. Without reading it to you, I go through the request again and suggest that we "deem that all the amendments have been put to this committee and deem that a division had been requested on each one. That now brings you back to the point of going through them to take a recorded vote. I would hope that's a helpful suggestion." The Chair at the time says, "Is everybody in favour of -- " and Mrs Caplan and other members of the committee, government and all, agree, and that is the process that is followed from there on.

I would argue to you it actually is a set of bizarre rulings through the course of that day and I think probably not one of the best examples of appropriate chairing and interpretation of rules of order that could be brought before the House.

But I do return to my primary point, which is that it is not on point and the reference to Bill 48 committee of the whole is a much more relevant precedent for you to review.

Mr Wildman: I won't prolong this. I just want to clarify one thing. When I was speaking earlier, the Attorney General interjected to quote Mrs Caplan, on G-1430, as saying, "We never agreed to that crap." She did indeed say that but she wasn't referring to what he said she was referring to. She was referring to the time allocation motion. Indeed, I think none of the members of the opposition agreed to that "crap" -- if I can use the colloquialism -- the time allocation motion.

Farther on page 1431, after the reference my colleague from Beaches-Woodbine refers to in which she suggested a way of dealing with this, Mr Silipo says, "That we can do with agreement, Mr Chair." Mrs Caplan says, "Agreed."

The Speaker: I appreciate the submissions from all sides. I think I'll take 30 minutes to review the submissions and other things.

The Speaker: I want to thank all members for their submissions on this issue, and in addition, for their patience during the extended recess.

I want to begin by explaining procedures with respect to considerations of motions in the House. A motion must first be moved by a member. It is then read from the chair for consideration and finally a decision by the House. In the case of clause-by-clause consideration of a bill in committee, the same procedures apply. A member moves an amendment and the amendment is then read from the chair. The reason for this is very straightforward. It is a safeguard mechanism in the system that helps to prevent errors from being made. Because we do not require that notice be given for all amendments to bills in committee, at least the committee of the whole, and do not print or distribute to all members the text of the proposed amendments, several versions of an amendment may exist.

The practice of requiring an amendment to be read provides all members present with the opportunity to hear the proposed amendment. For the Chair, the clerks and those members who have received the printed amendments in advance, it is an opportunity to compare what is being read with the printed text that is before them. The fundamental parliamentary principle behind this procedure is that every member has a right to know what he or she is voting on.

Under a time allocation motion such as we are currently operating under, the procedure is altered somewhat. The first part of the process is eliminated by virtue of the terms of the motions which state the amendments are deemed to have been moved. This does not, however, mean that the amendment is also deemed to have been read from the chair. Indeed, the reading from the chair in this circumstance would be the first time the amendment is ever heard. The Chair may only dispense with the reading of the amendment with unanimous consent, even in the face of a time allocation motion such as the one we are operating under.

The precedent cited by the member for Beaches-Woodbine with respect to the committee of the whole consideration of the Social Contract Act, 1993, bears this out. The excerpt from the standing committee on general government provided by the Attorney General in my view does not convey a definitive ruling to the contrary. Therefore, I find the Chair was absolutely correct in his ruling. Our practices and procedures require the amendments to be read.

However, in considering this point of order, I was struck by the principle behind the practice, that is, that every member has a right to know what he or she is voting on. I, as Speaker, have a responsibility to preserve that right, but I believe that a modern definition of Speaker requires that decisions are taken which are also in the best interests of the institution of Parliament. On occasion, in particular when faced with extraordinary circumstances, Speakers may have to intervene in a way which seeks to enable the parliamentary process to accomplish the business at hand. For example, in 1981, following extended bell ringing in the House of Commons of Canada, Speaker Sauvé intimated that in the future she would be more proactive.

In this House, Speaker Warner, quoting Speaker Fraser, said on May 27, 1991, that the Speaker does have a latitude to act in exceptional instances. I believe this House finds itself in an exceptional circumstance. Committee of the whole is dealing with a extraordinary number of amendments. A substantial number of those amendments are identically worded, with the exception of a street which is different on each.

Over the last several days, I have searched other jurisdictions for solutions to this conundrum that we find ourselves in. To be frank, we have found some solutions that other jurisdictions have developed over the last 20 years because they were faced with very similar dilemmas. These jurisdictions had to work their way through these difficulties and subsequently develop rules to resolve them. The problem we have is that those rules are not applicable to this Parliament and these particular circumstances. Therefore, I am proposing to do two things. First, in this instance, for the purpose of the balance of the NDP amendments to section 24(4), a copy of the wording of the amendment minus the street name will be made available to each member. The Chair then will be required to read the street name prior to putting the question on each amendment.

Let me be very clear. This process will be applied to this series of amendments only and should not be construed to be a precedent for the reading of amendments in the future. This does not mean that I'm finding these amendments to be frivolous or tendered in a spirit of mockery. The members should understand that this decision will only shorten this process up to a point. You must understand we are still going to be here for an extended period of time.

In closing, I implore the House leaders to begin the process of negotiating an agreement that will resolve this impasse for the benefit of the members, the employees, the citizens of this province and this great institution.

Hon Jim Wilson (Minister of Health): Mr Speaker, I thoroughly read the standing orders and some 500 pages of Beauchesne and Erskine May. I don't see any requirement that if the guy is a poor speller that you're in charge of ensuring that he knows how to spell street names in Toronto -- that is, if this street is in Toronto, because so many of them haven't been. Chair, there is no requirement for this and it is making a mockery of this process.

The Chair: I have to reconfirm what I just said: Each member is entitled to know what they're voting for. If a member asks me for the spelling, I have no other choice than to give him or her the spelling.

Mr John R. Baird (Nepean): On a point of order, Mr Chairman.

Mr Jim Flaherty (Durham Centre): What has been happening here -- we saw it on Friday and Saturday -- is that these are NDP motions; they have them there. They've been withdrawing them before they've been even read by the Chair because they're duplicates. They know full well each and every piece of paper you're looking at, sir, and for them to ask them to be read is an insult to the House and an insult to the ruling the Speaker just made. The leader of the NDP has them right beside him in the box and he can look at them, sir.

The Chair: Mr Speaker, I implemented your ruling, then the member stood up on a point of order asking for me to spell the name of the street, which I did, because you said that each member is entitled to know exactly what they are voting for, and there was a member who objected to that. That's why we request your ruling on this.

Mr Flaherty: Mr Speaker, the point of order raised by the member for Rainy River upon which there was a ruling by the Chair was that he needed to have the spelling of the various street names. The reality which is evident from Hansard over the past several days is that these are NDP motions, as you the Speaker have noted.

The boxes of the motions are sitting beside the leader of the third party. They have been going through them motion by motion and withdrawing some of them, because they are either blank or they do not refer to a place that exists in Toronto; so they are obviously following them along. That has been going on Friday and Saturday and Sunday.

For the leader of the third party to stand here and say he requires spellings of documents that can be handed to him, that are right by his left arm, I submit is not in the spirit of the ruling the Speaker made but 10 or 15 minutes ago, particularly given that some of the motions are clearly out of order and need to be withdrawn in any event. If they have to be withdrawn, that means they're following them. They can't have it both ways, Speaker.

Mr Flaherty: The member for Algoma acknowledges they're following along. If they are following along, they're looking at the spellings. That is why I ask you to exercise your discretion, which you have indicated already you're prepared to exercise to move the process forward, in interpreting the time allocation motion of what's necessary to be put for the members to follow along. I submit that what's necessary to be put is the name, which is clearly being read by the Chair of the committee of the whole House.

Mr Tony Silipo (Dovercourt): Mr Speaker, you have just made only minutes ago a fairly significant ruling, which you yourself categorized as being exceptional to deal with the exceptional circumstance that we find ourselves in. I think it behooves all of us in the spirit of accepting, as we must, your ruling, that that surely still leaves two important things:

First is that these amendments, it should be remembered, are in order. You have ruled on that three or four times at least. For the member for Durham Centre to stand up and still persist in saying that these amendments are out of order is an insult to the Assembly and to the Speaker.

Secondly, and most directly to the point: surely, sir, your ruling has to leave in the hands of the Chair who is chairing the committee of the whole the latitude to on occasion provide the correct spelling of the street name when requested, so that people can be sure which street we are voting on. There are, as you know, being yourself a member from Metropolitan Toronto, many streets which sound similar but have different spellings, because they are different streets. There are many streets that have the same name with different connotations in terms of whether they are roads or crescents, and sometimes in the exchange it's not clear exactly which one it is.

It requires that kind of latitude left in the hands of the Chair. For you to go to the point of prescribing whether or not a request to the Chair on occasion for spelling to ascertain the amendment we are voting on would be really stretching the parameters of the ruling that you have made and the very significant nature of it in a way that would make it unreasonable. I don't think that was the intent of your ruling only moments ago.

Hon Mr Wilson: On the same point, Mr Speaker, your ruling a few minutes ago, I think, was consistent with not only the traditions of the House but also the fundamentals of parliamentary law. If we look at Beauchesne's sixth edition, the very sacred principles of parliamentary law, are listed, and one reads as follows: "To enable every member to express opinions within limits necessary to preserve decorum and prevent an unnecessary waste of time."

Mr Speaker, there also are some principles of some of us who were brought up in this society, and that is that we have responsibility to inform ourselves to a certain degree. I think the honourable member, given that these are his amendments, has a responsibility to inform himself about the correct spelling of the street name contained in the NDP amendments.

I would put to you that this is a waste of time. If the honourable members across the way are going to insist on the spelling of every word in their amendments. I put to you, Mr Speaker, that it is a mockery of this process. You yourself just a few minutes ago tried to shorten the process and said very clearly in your ruling that you do not see the process that you ruled on as a mockery. I think we are getting into the realm of mockery and frivolous if the honourable members are going to insist on spelling everything in their motions.

Secondly, I would hope that if we do not receive a favourable ruling from you on this point, at least in a very few minutes from now you will be back to rule that the points of order we're expecting from across the way are dilatory in nature. I would put to you again, Mr Speaker, that it is a waste of time to spell out these names of streets when they are their motions.

Hon Al Palladini (Minister of Transportation): You would think that the leader of the third party would personally know all the streets that would be directly attached to him. I just don't understand. All it is, Mr Speaker, is simply a tack to stall and waste time, and this is contrary to what you ruled on and what you try to do in this House.

You know, for him to know every street in --

The Speaker: Minister of Transportation, I'm up, and that means you are out of order if I'm up. That wasn't what I ruled. Having me sit here and you telling me that's how I ruled -- it isn't. I want to be clear what my ruling was. Continue.

Hon Mr Palladini: It seems to me the leader of the third party would like everyone here to believe that he knows personally every single street, and therefore he would like to have clarification on how a street is spelled. I really think it's somewhat irrelevant to what we are trying to do here.

Mr Hampton: Speaker, a few minutes ago in your ruling, I believe you said that it was essential in this process, which is not a debate process -- I believe if you read the citation that the minister of Health cited, it deals with debate. We're not in a debate process. We are in the process now of putting amendments, amendments which will be voted on.

My point would be, Speaker, that following from your ruling of a few minutes ago, we are entitled to know what it is now that is in the amendment and what it is that we will eventually be voting on.

I would make the point to you, Speaker, that several of these names have an unusual spelling. Several of these names have a spelling which is somewhat similar to other names. In order that we may be absolutely sure of what it is that is being put before us, and in order that we may be absolutely sure of what it is that we will eventually be voting on, it would seem to me that we would be entitled, as the Chair ruled, to, if we have any doubts, have the particular name spelled for us to lend greater certainty.

That was the point I raised with the Chair and the Chair accepted that point. I would urge in this instance, Speaker, that you uphold the Chair. I think it follows from the ruling which you made earlier, in terms of lending certainty to members, allowing members to be absolutely sure of what it is that is being placed in the form of an amendment, and what we will eventually vote on.

Mr Tony Martin (Sault Ste Marie): Mr Speaker, you'll also know that what we do here in this place is not just for us here, it's for people out there watching who see this as a very important part of the political process in this province. When we often rise in this place to ask questions of clarification, it's not just for us, it's for the folks who are calling us. We know, from the expressions of interest that are being shown and growing in proportion with every day that goes by, that there's a lot of people out there who want to understand and fully participate --

The Speaker: I appreciate your interjection, but we've got to get on topic.

Mr Martin: Previous to this, we were saying the names twice.
