Ms. Horwath — Whereas the shortage of health care workers creates barriers to timely care in Ontario’s northern, rural and remote communities, and lack of access to family medicine, mental health care, addiction treatment resources and other important services contribute to shorter life expectancies for Northerners compared to other Ontarians; and

Whereas the pandemic has exposed the problems caused by the underfunding of Northern Ontario healthcare by successive Liberal and Conservative governments, and Ford government policies such as the Protecting a Sustainable Public Sector for Future Generations Act, 2019 (previously Bill 124) intensify the staffing challenges faced by northern communities; and

Whereas vacancies for physicians and specialists have resulted in emergency departments and other hospital wings closing, cancellation of urgent care clinic services and wait times of up to 18 months for counselling and therapy services for children and youth in communities across Northern Ontario; and

Whereas Northern health teams have experienced difficulty retaining doctors due to high workloads and lack of access to integrated services, and emergency room patients can average wait times of up to 19 hours before being admitted to hospital; and

Whereas health care providers and advocates such as the Northern Ontario School of Medicine (NOSM) and the Ontario Medical Association call for an urgent and immediate infusion of over 300 doctors, 100 specialists, and a minimum of 40 mental health practitioners to address healthcare needs in the region, and the Northern Policy Institute calls for the establishment of a Northern Mental Health and Addictions Centre of Excellence to address the unique challenges of service and program delivery in Northern Ontario; and

Whereas NOSM and other stakeholders cite the need for measures to attract, train and retain doctors to include increasing training spaces from 64 to 100 students per year as well as improved access to housing and family supports;

Therefore, the Legislative Assembly calls on the Ford government to immediately fund and implement a plan to attract, train and retain nurses, physicians, and specialists in Northern Ontario that includes the expansion of training opportunities at NOSM, supports for housing, transportation, and family services and the repeal of Bill 124.

3. Ms. Horwath — Whereas the shortage of health care workers creates barriers to timely care in Ontario’s northern, rural and remote communities, and lack of access to family medicine, mental health care, addiction treatment resources and other important services contribute to shorter life expectancies for Northerners compared to other Ontarians; and

Whereas the pandemic has exposed the problems caused by the underfunding of Northern Ontario healthcare by successive Liberal and Conservative governments, and Ford government policies such as the Protecting a Sustainable Public Sector for Future Generations Act, 2019 (previously Bill 124) intensify the staffing challenges faced by northern communities; and

Whereas vacancies for physicians and specialists have resulted in emergency departments and other hospital wings closing, cancellation of urgent care clinic services and wait times of up to 18 months for counselling and therapy services for children and youth in communities across Northern Ontario; and

Whereas Northern health teams have experienced difficulty retaining doctors due to high workloads and lack of access to integrated services, and emergency room patients can average wait times of up to 19 hours before being admitted to hospital; and

Whereas health care providers and advocates such as the Northern Ontario School of Medicine (NOSM) and the Ontario Medical Association call for an urgent and immediate infusion of over 300 doctors, 100 specialists, and a minimum of 40 mental health practitioners to address healthcare needs in the region, and the Northern Policy Institute calls for the establishment of a Northern Mental Health and Addictions Centre of Excellence to address the unique challenges of service and program delivery in Northern Ontario; and

Whereas NOSM and other stakeholders cite the need for measures to attract, train and retain doctors to include increasing training spaces from 64 to 100 students per year as well as improved access to housing and family supports;

Therefore, the Legislative Assembly calls on the Ford government to immediately fund and implement a plan to attract, train and retain nurses, physicians, and specialists in Northern Ontario that includes the expansion of training opportunities at NOSM, supports for housing, transportation, and family services and the repeal of Bill 124.

Ms. Berns-McGown — That, in the opinion of this House, the Government of Ontario should require Metrolinx to undertake an independent peer review of environmentally sustainable alternatives for rail corridor expansion in the Small’s Creek and Williamson ravines in conjunction with local efforts to prevent clearcutting and protect the Small’s Creek and Williamson ravines’ ecosystems, and a broader, system-wide commitment to environmental stewardship, ecologically sound transit expansion and meaningful community consultation. 2. Mr. Schreiner — That, in the opinion of this House, the Government of Ontario shall immediately declare a climate and housing affordability emergency with a commitment to address both through complementary policies, including a massive expansion of affordable, infill housing development, the creation of a “15-minute neighbourhood” framework to be utilized by communities across the province, freezing urban boundaries to reduce sprawl, and the permanent protection of our farmland, wetlands, and other key environmental features. Ms. Stiles — That, in the opinion of this House, the Government of Ontario should, as part of an overall strategy to help keep schools open for in-person learning, establish an Ontario Safe Schools plan that includes effective rapid testing for students and education workers; smaller, capped class sizes and adequate spacing on school buses; regular testing and public reporting of classroom air quality; additional learning supports for students adversely impacted by the pandemic; a robust in-school vaccination plan; mandatory COVID-19 vaccinations for eligible students and all education workers; and in-school distribution of masks designed to contain aerosolized particles. Mr. Gates — That, in the opinion of this House, the Ford government should, out of respect for the work done by Ontario’s nurses, PSWs and other public sector workers, immediately repeal Bill 124, Protecting a Sustainable Public Sector for Future Generations Act, 2019 and allow the negotiation of fair wages for their critically important work on behalf of the people of the province. 17. Mr. Gates — That, in the opinion of this House, the Ontario government should follow the lead of eight other Canadian provinces and ensure PSA testing for preventative prostate cancer diagnoses is an eligible procedure for coverage underneath OHIP. Filed November 24, 2021.

Ms. Bell —That, in the opinion of this House, the Government of Ontario should amend s. 16(5)(a) of the Planning Act and regulations to allow for Ontario municipalities’ Official Plan Inclusionary Zoning policies to be applied city-wide, and not limited only to Protected Major Transit Station Areas, as set out by the Ontario Government’s provisions under the More Homes, More Choice Act, 2019. Ms. Bell — That, in the opinion of this House, the Government of Ontario should expand the jurisdiction of the Condo Authority Tribunal in 2022 so the tribunal can hear and rule on the issues that impact condo residents, including condo board governance and elections, condo rules, property management performance, condo fees, maintenance and repairs, reserve funds, and short-term rentals. Mr. Schreiner — That, in the opinion of this House, the Government shall immediately implement a plan to address the housing crisis by aggressively investing in affordable rental housing and attainable home ownership opportunities including, but not limited to: building 100,000 new permanently affordable rental homes; extending financial supports to 311,000 Ontarians for housing costs; building 60,000 permanent supportive housing units accompanied by wrap around supports; creating a $100 million seed fund for co-operative housing; taking every opportunity to lease publicly owned land to nonprofits, co-ops and other housing providers for permanently affordable housing and attainable home ownership opportunities; applying inclusionary zoning to new housing projects. Ms. Andrew — That, in the opinion of this House, the Government of Ontario should adopt a Provincial Intersectional Gender Equity Strategy that includes thorough inter-ministerial Gender Based Analysis Plus (GBA+) on the impacts of each government policy change prior to the introduction of any Government Bills, Motions, Budgets, and Regulations, with the results of such analysis fully disclosed to the public. Ms. Andrew — That, in the opinion of this House, the Government of Ontario should, as part of an effort to ensure an equitable application of the 2021 rent freeze, enact a one-time, 12 month extension of the 12-month rule listed in s. 119 of the Residential Tenancies Act and facilitate a full 12-month rent freeze for all Ontario tenants notwithstanding the day of their last rent increase. Ms. Andrew — That, in the opinion of this House, the Government of Ontario should immediately implement a “Little Jamaica” Small Business and Community Economic Health and Wellness Strategy which would include needs-based financial compensation for Eglinton West and Midtown businesses impacted by COVID-19, flooding and LRT construction; mandated transparent and timely communications between Metrolinx, the Ministry of Transportation, Ministry of Small Business and Red Tape Reduction and “Little Jamaica” small business and local community members; commercial and residential rent relief with a moratorium on evictions for the duration of the pandemic; heritage designation of “Little Jamaica” accompanied by an arts and culture plan; and the construction of real affordable housing in the community, prioritizing inclusionary zoning in all new builds. Ms. Andrew — That, in the opinion of this House, the Government of Ontario should apply an intersectional gender-plus equity lens within the Ministry of Labour, Training and Skills Development and to any legislation brought forward by this Ministry as part of efforts to aid in the economic ‘she-covery’ and recognize the disproportionate economic impact the COVID-19 pandemic has had on women and non-binary-identifying people of Ontario, particularly those of racialized, Indigenous, LGBTQIA2S+, disability, and other marginalized communities. Mme Gélinas — That, in the opinion of this House, the Ontario government should create an advisory committee to help incorporate health-related Calls-to-Action from the 2015 Truth and Reconciliation report into provincial legislation including those that would acknowledge the impact of previous government policies on Indigenous health outcomes; integrate international Indigenous rights into health legislation; establish equity-based objectives for Indigenous Ontarians’ health outcomes; establish priorities for resolving jurisdictional disputes concerning off-reserve Indigenous health care; create quality Indigenous healing centres; integrate Indigenous healing practices into the health care system; increase Indigenous Ontarians’ access to health care careers; and require medical and nursing students to take one course on Indigenous health issues. Ms. Stiles — That, in the opinion of this House, transit planning should be transparent with investments made in the public’s long-term interest, and that the Government of Ontario should partner with municipalities to reform the governance structure of Metrolinx accordingly. Ms. Stiles — That, in the opinion of this House, the Government of Ontario should direct the Ministry of Education to develop an education recovery plan, informed by research conducted by the Future Skills Centre, the Diversity Institute, the Ontario Institute for Studies in Education, and Wilfred Laurier University, and in consultation with education worker unions, school boards and other sector stakeholders. Mr. Schreiner — That, in the opinion of this House, mental health is as important as physical health, and therefore, mental health services under the Ontario Health Insurance Plan should be expanded significantly in order to ensure that everyone can access the mental health care they need, in a timely manner, without facing financial hardship. Ms. Andrew — That, in the opinion of this House, the Government of Ontario should amend the Residential Tenancies Act, 2006 (RTA) to offer better support to tenants who are being temporarily evicted due to renovations (“renovictions”) and redevelopments (“demovictions”) by requiring developers to: assist with moving logistics and costs; and either pay the difference in rent for a similar unit in the same neighbourhood or provide a housing option deemed acceptable by the tenant that is accessible until the primary residence can be reassumed by the tenant. Ms. Andrew — That, in the opinion of this House, the Government of Ontario should amend the Hairstyling Program Standard to mandate culturally-responsive training specific to Black and textured hair, and embed this within the Guidelines for the Film and Television Industry with specific timelines for its full implementation, to promote health and safety in Ontario’s film, television and theatre sectors for all performers, create Ontario jobs and build capacity in the province. Ms. French — That, in the opinion of this House, the Government of Ontario should commit to a strategy to improve accountability and care for aging Ontarians in long-term care and retirement homes, including but not limited to: involving family councils in care decisions; incorporating individualized care plans that consider the cognitive, behavioural, cultural, psychological, nutritional and physical needs of residents; ensuring that payments of fines and penalties incurred by for-profit providers cannot come from funds transferred to agencies by the province; and ensure that the proactive inspection criteria will at least meet the criteria of the cancelled Resident Quality Inspections (RQI) and clearly outline the protocols for such inspections. Ms. Monteith-Farrell — That in the opinion of this House, the government of Ontario should immediately develop and implement a strategy to address the physician shortage in Northwestern Ontario that includes a plan to increase training opportunities at the Northern Ontario School of Medicine (NOSM), recruit new doctors to the area, and retain those already serving the community to better meet the needs of the region. Ms. Singh (Brampton Centre) — That, in the opinion of this House, the Government of Ontario should address the inequity in health care and cancer treatment services such as radiation therapy in central Peel Region through the funding of a new cancer care centre for the city of Brampton by no later than 2026. 39. Mr. Schreiner — That, in the opinion of this House, a Select Committee should be established to develop a comprehensive plan to reform and strengthen the public appointment process in Ontario; and

That the Committee should be comprised of representatives from the Government, Official Opposition, and Independent members, with no party holding a majority; and

That, in developing its plan and recommendations, the Committee should consider: including merit-based criteria; standardizing transparency measures; making the results of Integrity Commissioner investigations public when appropriate; adding a public complaints and investigation process; and establishing goals to ensure diversity and gender parity in the selection process; and

Mr. Hassan — That, in the opinion of this House, the government of Ontario should respect the call of Muslim communities, Londoners and Ontarians for concrete action to address Islamophobia and hate, by committing to and providing a clear timeline and plan to bring Bill 86, Our London Family Act (Working Together to Combat Islamophobia and Hatred), 2022 back from committee and urgently pass it into law before the dissolution of the 42nd Parliament.
