That the Minister of Finance be authorized to pay the salaries of the civil servants and other necessary payments pending the voting of supply for the period commencing April 1, 2013 and ending on September 30, 2013, such payments to be charged to the proper appropriation for the 2013/2014 fiscal year, following the voting of supply.
