Bill 42, An Act to amend the Taxation Act, 2007 to provide for a tax credit for expenses incurred in using public transit. Mr. O’Toole.

Projet de loi 42, Loi modifiant la Loi de 2007 sur les impôts afin de prévoir un crédit d’impôt pour les dépenses engagées au titre des transports en commun. M. O’Toole.

With unanimous consent, the Order for Second Reading of Bill 37, An Act to amend the Income Tax Act to provide for a tax credit for expenses incurred in using public transit was discharged and the Bill withdrawn.

With unanimous consent, the following motion was moved without notice:-

On motion by Ms. Smith,

Sur la motion de Mme Smith,

Ordered, That the Order for Second Reading of Bill 24, An Act to proclaim Franco-Ontarian Day, shall be called immediately, and 20 minutes shall be allotted to each recognized party for Second Reading debate, following which the Speaker shall put the question on the motion for Second Reading of the Bill without further debate or amendment; and

Upon passage of the Second Reading stage of the Bill, the Order for Third Reading shall be called immediately and the Speaker shall put the question without further debate or amendment; and

That in the case of any division the bells be limited to 5 minutes.

Ordonné, Que l’ordre visant la deuxième lecture du projet de loi 24, Loi proclamant le Jour des Franco-Ontariens et des Franco-Ontariennes, soit pris en considération immédiatement et que jusqu’à 20 minutes soient allouées à chaque parti reconnu pour le débat suite à la deuxième lecture, suivant lequel le Président mettra aux voix la question de la deuxième lecture du projet de loi, sans plus de débat ni d’amendements; et que suite à l’adoption du projet de loi en deuxième lecture, l’ordre visant la troisième lecture du projet de loi soit pris en considération immédiatement et que le Président mette la question aux voix sans plus de débat ni d’amendements; et que dans le cas de dissidence, on limite le délai avant la sonnerie d’appel à cinq minutes.

With unanimous consent, a debate arose on the motion for Second Reading of Bill 24, An Act to proclaim Franco-Ontarian Day.

Avec le consentement unanime, il s’élève un débat sur la motion portant deuxième lecture du projet de loi 24, Loi proclamant le Jour des Franco-Ontariens et des Franco-Ontariennes.

After some time, the motion was declared carried and the Bill was accordingly read the second time and Ordered for Third Reading:-

Debate was resumed on the motion for Third Reading of Bill 242, An Act to amend the Education Act and certain other Acts in relation to early childhood educators, junior kindergarten and kindergarten, extended day programs and certain other matters.

Le débat reprend sur la motion portant troisième lecture du projet de loi 242, Loi modifiant la Loi sur l'éducation et d'autres lois en ce qui concerne les éducateurs de la petite enfance, la maternelle et le jardin d'enfants, les programmes de jour prolongé et d'autres questions.

After some time, there being no further debate, the question having been put, the Acting Speaker (Ms. DiNovo) declared her opinion that the Nays had it, and a recorded vote having been demanded,

Après quelque temps, comme il n’y a plus de débat, la motion mise aux voix, la présidente par intérim, Mme DiNovo déclare qu'à son avis les voix opposées l'emportent et un vote par appel nominal ayant été demandé,

The Acting Speaker directed that the Members be called in, for which purpose the division bells were rung.

I have received a request from the Chief Whip of the Official Opposition, under Standing Order 28(h), that the vote on the motion for Third Reading of Bill 242 be deferred until April 27, 2010.
