3. Resuming the debate adjourned on March 25, 2010 on the amendment to the motion by Mr. Duncan to locate the new Common Securities Regulator in Toronto, as follows:-

That the Legislative Assembly of Ontario endorses the need for a strong national securities regulator and endorses the Open Ontario Plan to grow our financial services industry by calling on the federal government to recognize Toronto's role as the third-largest financial centre in North America and therefore locate the new Common Securities Regulator in Toronto, where it belongs.

That the motion be amended as follows:-

4. Resuming the debate adjourned on March 29, 2010 on the amendment to the motion by Mr. Duncan, seconded by Mr. McGuinty, that this House approves in general the Budgetary Policy of the Government, as follows:-

That the motion moved by the Minister of Finance on March 25, 2010, "that this House approves in general the budgetary policy of the government," be amended by deleting the words following "that this House" and adding thereto the following:

“Supports in principle that if you do not lose your job, you do not get severance; and

Cannot support Premier Dalton McGuinty’s decision to pay six-month severance packages, worth as much as $45,000 each, to more than 1,250 HST tax collectors who will transfer to the federal government without losing a day of work; and

Strongly opposes this government for:

Failing to address any uncertainty in the provisions the McGuinty Liberals negotiated and ratified in the

­ Collective bargaining agreements it concluded in 2006 and 2009;

­ Comprehensive Integrated Tax Coordination Agreement;

­ Ontario Tax Plan for More Jobs and Growth Act, 2009; and

­ Human Resource Agreement for the transfer of staff from the Province of Ontario to the Canada Revenue Agency,

Resulting in severance payments to HST tax collectors who will transfer to the federal government without losing a day of work; and

Failing to enact measures in the budget that amend the Ontario Tax Plan for More Jobs and Growth Act, 2009, including Schedule R, section 50 and the Comprehensive Integrated Tax Coordination Agreement, including Part XI and Annex “C” ratified and confirmed thereto.

Concludes that if the McGuinty Liberal government is incapable of protecting the interests of Ontario families when it comes to so-called severance payments to HST tax collectors, then it cannot be trusted with stewardship of the provincial finances.

Therefore the government has lost the confidence of this House.

Mr. Arnott – That in the opinion of this House, the Government of Ontario should acknowledge the strong and longstanding community support for a new Groves Memorial Community Hospital in Centre Wellington and immediately provide the hospital with its requested planning grant, and allow it to move forward to the next stage of approval. 4. Ms. DiNovo – That, in the opinion of this House, the Government immediately institute a housing credit for those on social assistance as requested by anti-poverty activists such as the Daily Bread Food Bank. Filed on March 10, 2010.

5. Ms. DiNovo – That, in the opinion of this House, any new trains purchased and operative in Ontario should be electric. This being a long term cost saving for residents taking into account future health consequences and expenses; diesel trains being more polluting than the cars they would be replacing. 6. Ms. DiNovo – That, in the opinion of this House and due to the economic circumstances we are experiencing in Ontario, rents will be declared frozen, beginning June 1, 2010 until June 1, 2011. Filed on March 10, 2010.

7. Ms. DiNovo – That, in the opinion of this House, Primary Prevention programs such as the Boost Child Abuse Prevention and Intervention program be made available in all Ontario Elementary Schools as requested by the family of Holly Jones. Filed on March 10, 2010.

8. Ms. DiNovo – That, in the opinion of this House, we constitute an all party women’s committee to examine violence against women, its causes and our responses, and come up with an action plan for the Province of Ontario. Filed on March 10, 2010.

Ms. DiNovo – That, in the opinion of this House, the Government of Ontario should strongly encourage the Government of Canada and Canada Post to issue a commemorative stamp to honour the life of Swedish humanitarian Raoul Wallenberg, honourary citizen of Canada and one of the Holocaust’s many heroes. 10. Ms. DiNovo – That, in the opinion of this House, 25% of all Ontario places of employment be inspected this year. Filed on March 10, 2010.

11. Ms. DiNovo – That, in the opinion of this House, seniors 65 years of age or over, have free access to Ontario funded art galleries and museums, and that the Ontario government reimburse these galleries and museums to compensate for the drop of revenue in providing this free access. 12. Ms. DiNovo – That, in the opinion of this House, the powers of the Ontario Municipal Board be amended so that they are not able to undermine the authority of democratically elected city councils in decisions such as land use planning and others. Filed on March 10, 2010.

Ms. DiNovo – That, in the opinion of this House, the Government of Ontario should immediately commence construction of not-for-profit rent geared to income housing units in order to keep its election promise of building 26,600 units; and begin to meet the housing needs of the 125,000 Ontarians on the waiting lists for affordable housing. Ms. DiNovo – That, in the opinion of this House, the Ontario Government should support the Federal motion to urge the government of the People’s Republic of China and representatives of Tibet’s government in exile, to continue their dialogue in a forward looking manner that will lead to pragmatic solutions that respect the Chinese constitutional framework, the territorial integrity of China and fulfill the aspirations of the Tibetan people for a unified and genuinely autonomous Tibet. 17. Mr. Dunlop – That, in the opinion of this House, the Government of Ontario and its Ministry of Community Safety and Correctional Services should provide the necessary funding to equip and train all front-line police officers with Conducted Energy Weapons. Filed on March 22, 2010.

Mr. Wilson — Enquiry of the Ministry — Would the Minister of Energy and Infrastructure explain what penalties, if any, there are if projects were decommissioned based on the order of the government of Ontario or by the developer, relating to the November 24, 2004, Ontario government announcement of the results of its Request for Proposals for 300 megawatts of renewable energy. Mr. Wilson — Enquiry of the Ministry — Would the Minister of Training, Colleges and Universities provide a list of university tuition fee increases in each year since 2003, including the annual maximum allowable percentage increase and the annual average increase, in dollars, for the typical undergraduate university student. Mr. Wilson — Enquiry of the Ministry — Would the Minister of Training, Colleges and Universities provide the percentage that tuition fees make of university operating expenses in each year since 2003 to present, and the percentage government or other funding that makes up the rest during the same period of time. Mr. Wilson — Enquiry of the Ministry — Would the Minister of Energy and Infrastructure provide a list of all expenses incurred for office furnishings, office upgrades, and new equipment for the Minister, Minister's staff, and Minister's office from June 20, 2008 until March 24, 2010. The list should include: the item, amount and date of expense. March 25, 2010.

Mr. Wilson — Enquiry of the Ministry — Would the Minister of Energy and Infrastructure provide a list of all hospitality expenses incurred by the Ministry, and all agencies, boards and commissions under the responsibility of the Ministry, from June 20, 2008 until March 24, 2010. The list should include: a description, amount and date of the expense. March 25, 2010.

Mr. Wilson — Enquiry of the Ministry — Would the Minister of Energy and Infrastructure provide a list detailing expenses from the Ministry for media training for the Minister and the Minister's staff for the period of June 20, 2008 until March 24, 2010. The list should include the amount, the date, the individual or organization providing the training, and the individual receiving the training. March 25, 2010.

Mr. Wilson — Enquiry of the Ministry — Would the Minister of Energy and Infrastructure provide a list of all off-site retreats, meetings, conferences and conventions hosted by the Ministry for the period of June 20, 2008 until March 24, 2010. The list should include a description of the event, the date, the cost to the Ministry, as well as all contracts, invoices and expense receipts for those events. March 25, 2010.
