There being no further debate, the question having been put, the motion was declared carried and the Bill was accordingly read the second time and Ordered referred to the Standing Committee on Justice Policy.

Debate was resumed on Government Order Number 3 on the amendment to the motion to locate the new Common Securities Regulator in Toronto.

After some time, pursuant to Standing Order 9(b), the motion for the adjournment of the debate was deemed to have been made and carried.

I beg to inform the House that I have laid upon the table an Order in Council appointing André Marin as temporary Ombudsman for a period of six months, commencing April 1, 2010. (Sessional Paper No. 21).

Pursuant to Standing Order 9(a), the Speaker recessed the House at 11:59 a.m. until 1:00 p.m.

Mr. Duncan delivered to the Speaker a message from His Honour the Lieutenant Governor signed by his own hand, and the said message was read by the Speaker and is as follows:-

The Lieutenant Governor transmits Supplementary Estimates of certain sums required for the services of the Province for the year ending 31st March 2010 and recommends them to the Legislative Assembly.

Le lieutenant-gouverneur transmet les prévisions supplémentaires des dépenses visant les montants nécessaires au fonctionnement de la province pour l'exercice se terminant le 31 mars 2010 et les recommande à l'Assemblée législative.
