Mr. Runciman – Whereas on March 26, 2009, Dalton McGuinty once again broke his solemn promise to Ontarians and announced a massive McGuinty sales tax; and

Whereas the McGuinty sales tax increase will force homebuyers and sellers to pay more tax on services associated with real estate transactions, including but not limited to: legal fees, moving expenses, real estate commissions, development charges, home inspection fees and other closing costs; and

Whereas the McGuinty sales tax will cause home renovators and builders a massive McGuinty-driven cost increase through increased McGuinty sales tax charges; and

Whereas the McGuinty sales tax will cause vulnerable citizens, including seniors and renters, significant cost increases due to McGuinty sales tax charges; and

Whereas under Dalton McGuinty, Ontario homeowners have already been faced with a barrage of increased costs including skyrocketing property assessments and land transfer taxes; and

Whereas an economic recession is the worst time for Dalton McGuinty to increase taxes and erect further barriers to home ownership; and

Whereas the housing renovation, construction, sale and resale industries are a pillar of the economy in Ontario:

The Legislative Assembly of Ontario calls upon Premier McGuinty to acknowledge that, due to the current economic downturn, this is the wrong time to move forward with his ill-advised plan to yet again increase taxes on all people of this province. Addressed to the Premier of Ontario.

That the Legislative Assembly of Ontario acknowledges our province faces economic challenges created by the high dollar, high international oil prices, the US economic slowdown, international economic turmoil, and increased global manufacturing competition from China and India especially;

That just as Ontario families do when finances get tight at home, the Ontario government should make adjustments as necessary to its finances while protecting our shared priorities, such as health care, education, the environment and public safety;

That the investments made over the last five years in vital public services and Ontarians' key priorities like skills training, infrastructure, education, and health care will help Ontario weather the economic challenges in the short term and emerge stronger than ever;

And affirms our strongest possible support for Ontario workers, and families, and for a healthy, growing economy by continuing to implement the five-point economic plan that includes: investing in the skills of our people, making targeted tax cuts, investing in research and innovation, investing in infrastructure, and partnering with businesses, while also expanding trade ties within Canada and internationally and seeking fairness from the federal government for Ontarians.

Striking out all of the text after "That the Legislative Assembly of Ontario acknowledges" and replacing it with the following:

That, instead of seeking legislative approval to run a deficit and/or raise taxes, the government of Ontario take real action to address the province's economic crisis;

That the taxpayers of Ontario deserve an immediate and comprehensive financial statement that fully opens up the public books, revealing the true state of everything from government revenues to reserve funds, what savings the government has found, and how it plans to handle any financial shortfalls;

That people who have lost their jobs or are worried about their futures deserve a comprehensive and realistic economic action plan designed to save existing jobs, attract new jobs and investment, and help the unemployed find new work here in Ontario;

That businesses struggling to stay afloat deserve competitive taxes, less red tape, sensible apprenticeship ratios, and a genuine customer service approach that welcomes new investment;

That families working to make ends meet deserve to see their government do what they are doing in tough times – discipline their spending and look for value for money – and that this should be reflected in sensible public sector restraint on hiring and wage increases, especially at the top;

That all Ontarians deserve to see their government provide leadership in this crisis, partnership with other levels of government, and accountability for the areas where it has control; and

That, putting partisan politics aside, all parties in the Ontario legislature should work cooperatively to implement these steps and others that will protect people's jobs and investments, restore Ontario's competitiveness, and put our province back on the path to prosperity.

That the amendment to the motion be amended by adding the following:-

That the government needs to immediately respond to current economic instability, the 230,000 jobs lost in the manufacturing sector, and the 40,000 direct and indirect jobs lost in the forest products industry by implementing a strategy that includes:

– An industrial hydro rate so that Ontario's manufacturing and resource companies can count on stable, competitive hydro policies at a time when many competing jurisdictions have far lower industrial rates.

– A Jobs Protection Commissioner to help at-risk companies overcome financial difficulties – and save jobs.

– A Buy Ontario policy that would ensure that streetcars, subways, and buses continue to be made right here in Ontario resulting in the protection of thousands of good-paying jobs.

– Tougher plant closure legislation that would ensure that everything is done to prevent a profitable plant or mill from closing and enhanced, mandated severance.

– Expansion of severance eligibility and an increase in advance notice in mass layoff situations.

– Pension and wage protection that would make sure that workers get every penny they are owed from their employer when their company becomes insolvent or goes into bankruptcy.

– And finally, a refundable manufacturing and resource investment tax credit that would provide a real incentive for manufacturers and processors to invest in the building, equipment and machinery that leads to high paying, good quality jobs. 4.         Mr. Runciman – Whereas on March 26, 2009, Dalton McGuinty once again broke his solemn promise to Ontarians and announced a massive McGuinty sales tax; and

Whereas the McGuinty sales tax increase will force homebuyers and sellers to pay more tax on services associated with real estate transactions, including but not limited to: legal fees, moving expenses, real estate commissions, development charges, home inspection fees and other closing costs; and

Whereas the McGuinty sales tax will cause home renovators and builders a massive McGuinty-driven cost increase through increased McGuinty sales tax charges; and

Whereas the McGuinty sales tax will cause vulnerable citizens, including seniors and renters, significant cost increases due to McGuinty sales tax charges; and

Whereas under Dalton McGuinty, Ontario homeowners have already been faced with a barrage of increased costs including skyrocketing property assessments and land transfer taxes; and

Whereas an economic recession is the worst time for Dalton McGuinty to increase taxes and erect further barriers to home ownership; and

Mrs. Witmer – Whereas, the McGuinty government is unwilling to acknowledge the severity of the deadly outbreak of C. difficile in Ontario, in spite of 300 known deaths in only 7 hospitals which have reported to date; and

Whereas, the McGuinty government has ignored a recommendation from the Canadian Medical Association to take immediate action on C. difficile, in light of deaths related to C. difficile several years ago in Quebec; and

Whereas, the McGuinty government, despite repeated calls by the Official Opposition, has failed to appoint an independent investigator to look into the tragic and preventable deaths caused by C. difficile in Ontario and has also refused to allow the Ombudsman to investigate the outbreak; and

Whereas, the McGuinty government, despite repeated calls by the Official Opposition, has failed to call a public inquiry, so that the public would know why these preventable deaths occurred and steps could be taken to prevent further deaths related to C. difficile in hospitals throughout Ontario; and

Whereas, the McGuinty government has failed to reassure the public by providing a comprehensive plan to combat C. difficile, putting the public at further risk of contracting C. difficile in Ontario hospitals; The government no longer has the confidence of this House. Filed on June 18, 2008.

4.         Mr. Rinaldi – That, in the opinion of this House, the Legislative Assembly should support the Cobourg Police Service, the Ontario Association of Chiefs of Police, the Ontario Provincial Police and Premier McGuinty's calls for the Governor General of Canada and the Prime Minister of Canada to recognize that acts of bravery have no expiry date and award Constable Chris Garrett with the Cross of Valour that his heroic efforts deserve. 5.         Mr. Hudak – That, in the opinion of this House, the Ministry of Natural Resources should create and fund a shared cost gypsy moth spraying program to circumvent the ongoing spread of moth-infested trees and woodlots causing damage to personal property, parks, and the environment, with municipalities that have demonstrated a need or interest such as Hamilton and Niagara. 7.         Mr. Hampton – That, in the opinion of this House, as a noble tribute to those who served in the Great Wars, the Government of Ontario give consideration to providing financial support for urgently needed repairs to the Rose Window, in the Church of the Epiphany in Woodstock, which has stood as a tribute to our fallen heroes for the past 75 years. 8.         Mr. Wilson – That, in the opinion of this House, the Government of Ontario should support the Town of New Tecumseth and the Sir Frederick Banting Legacy Foundation by ensuring that the recommendations made by the Conservation Review Board on the future of the Sir Frederick Banting Homestead in Alliston are enacted and that the Government of Ontario should take every measure necessary to ensure that this property is transferred to either the Town of New Tecumseth or the Sir Frederick Banting Legacy Foundation for the purpose of creating an educational and interpretative centre on a not-for-profit basis, such as a camp for diabetic youth, and to ensure that the property is properly maintained. 9.         Mr. Barrett – That, in the opinion of this House, the following Order of Reference should be assigned to an all-Party committee of the Legislative Assembly:

To inquire into and report on native land issues within the Province of Ontario.

1.         Conduct public hearings on this issue at Queen's Park and in at least 7 other Ontario communities;

2.         Solicit input from Ontario citizens on their knowledge, experience and action proposals with respect to native land issues;

10.       Mrs. Witmer – That, in the opinion of this House, the Government of Ontario should protect the children and youth of this province from the harmful effects of second-hand smoke in automobiles by immediately implementing an effective province wide campaign to educate parents about the dangers of smoking in vehicles when a person who is less than 16 years of age is present. 11.       Mr. Yakabuski – That, in the opinion of this House, the Government of Ontario should introduce legislation to exempt members of the Canadian Armed Forces from liability to pay the tax known as the Ontario Health Premium and that the Government immediately discontinue charging those members for that tax. 12.       Ms. DiNovo – That, in the opinion of this House, the Ontario Government should support the Federal motion to urge the government of the People's Republic of China and representatives of Tibet's government in exile, to continue their dialogue in a forward looking manner that will lead to pragmatic solutions that respect the Chinese constitutional framework, the territorial integrity of China and fulfill the aspirations of the Tibetan people for a unified and genuinely autonomous Tibet. 13.       Ms. DiNovo – That, in the opinion of this House, the Government of Ontario should immediately commence construction of not-for-profit rent geared to income housing units in order to keep its election promise of building 26,600 units; and begin to meet the housing needs of the 125,000 Ontarians on the waiting lists for affordable housing. 14.       Ms. DiNovo – That, in the opinion of this House, the Government of Ontario should immediately end the clawback of the National Child Benefit Supplement from all families in Ontario. Filed on March 17, 2008.

15.       Ms. DiNovo – That, in the opinion of this House, the powers of the Ontario Municipal Board be amended so that they are not able to undermine the authority of democratically elected city councils in decisions such as land use planning and others. Filed on March 17, 2008.

16.       Ms. DiNovo – That, in the opinion of this House, seniors 65 years of age or over, have free access to Ontario funded art galleries and museums, and that the Ontario government reimburse these galleries and museums to compensate for the drop of revenue in providing this free access. 19.       Ms. Horwath – That, in the opinion of this House, the Government of Ontario should:

a)   Proclaim a regulation that implements an immediate temporary moratorium on issuing or renewing licences to operate Child Care Centres due to the potential consequences brought to light by present plans to acquire and consolidate ownership of existing for-profit operators;

b)   Order a full policy review of child care in Ontario to ensure that future expansion only occurs in the not-for-profit sector upon ending the moratorium. Filed on March 17, 2008.

21.       Mr. Wilson – That, in the opinion of this House, due to the potato industry in Ontario being subjected to the worst drought on record in 2007, affecting 30,000 out of 37,000 acres designated for potato growth, yielding the worst potato crop on record and presenting potato growers with huge losses, the Government of Ontario should instruct the Ministry of Agriculture to provide an ad hoc payment of $12.8 million to the potato farmers of Ontario for relief from the drought of 2007. 26.       Ms. MacLeod – That, in the opinion of this House, the Legislative Assembly should televise its proceedings online at www.ontla.on.ca; should make arrangements to have Bell Canada (including Satellite) televise proceedings (as Rogers Cable does) as part of their basic package; and should arrange with provincially funded cable stations TVO and TFO that daily Question Period is televised, in order to provide all residents of Ontario, particularly those in rural Ontario who do not have access to other cable sources, with access to the daily proceedings at Queen's Park. 31.       Ms. Horwath – That, in the opinion of this House, the Government of Ontario should order a stand-alone inquest into the March 2006 murder of eight-year old Jared Osidacz, using the powers vested in the Minister of Community Safety and Correctional Services under Section 22 of The Coroners Act. 32.       Ms. Horwath – That, in the opinion of this House, the Government of Ontario should designate children's mental health as a mandated provincial program to ensure adequate, stable and sustainable funding for the sector and the valued services it provides to Ontario's children and youth. 35.       Mrs. Witmer – That, in the opinion of this House, all Ontarians deserve to have timely access to a family doctor and that the Government of Ontario must take all steps possible to recruit new doctors to the province and retain those currently practicing here by making Ontario a more attractive place to practice medicine. 36.       Mr. Tabuns – That, in the opinion of this House, federal immigration legislation (Bill C-50) will have significant consequences for many families residing in this province, will substantially change current immigration legislation without proper consultation and will introduce substantial arbitrary elements into the administration of immigration processing, and should therefore be defeated by all parties in the Parliament of Canada. 38.       Mr. Hillier – That, in the opinion of this House, in order to achieve an equitable, fair and stable provincial-municipal funding arrangement, a provincial-municipal funding Act and financing formula should be adopted, to provide long-term predictable and sustainable funding that allows our municipal partners the ability to provide the required services to their residents. 39.       Mr. Hillier – That, in the opinion of this House, the Business Education Tax be either eliminated or set at the same rate throughout Ontario to prevent the Ontario government from favouring the economic development of some municipalities at the expense of other Ontario municipalities by using differential business tax rates. 40.       Ms. DiNovo – That, in the opinion of this House, the Government of Ontario should strongly encourage the Government of Canada and Canada Post to issue a commemorative stamp to honour the life of Swedish humanitarian Raoul Wallenberg, honourary citizen of Canada and one of the Holocaust's many heroes. 41.       Ms. Horwath – That, in the opinion of this House, the Government of Ontario should instruct all Children's Aid Societies to publish information electronically on their websites, where available, and in print format, readily accessible in the lobby area of each CAS office, which informs the public of their ability to attend and make presentations at the regularly scheduled Board of Director's meetings, the schedule and Minutes of those meetings, and further, in the same manner as mentioned above, to inform the public of the fact that CAS memberships are available to people who reside in, or who conduct business within the jurisdiction of each CAS, to provide details on how to apply for membership, and to provide access to the Society's By-Laws in the same manner. 63.       Ms. Horwath – That, in the opinion of this House, the Government of Ontario should ensure that the Sarnia (Erie-St.Clair) Pathways program of in-school occupational therapy, physiotherapy and speech language pathology for children with disabilities is preserved, first and foremost, and strengthened over time through appropriate Ministry investments in these children's services. 64.       Mr. Barrett – That, in the opinion of this House, families adjacent to the Douglas Creek Estates subdivision in Caledonia must be offered adequate and appropriate compensation, beyond anything negotiated to date, for their subjection to social, economic and psychological distress since the illegal occupation by native activists on February 28, 2006; so–called OPP "no-go zones" must be eliminated and OPP patrols and protection restored to these zones, as well as to the subdivision; and the subdivision must be restored to its former status as a residential subdivision. 67.       Mr. Klees – That, in the opinion of this House, the Government of Ontario should introduce legislation to implement an automated insurance verification system that shall be designed with the goal of identifying motor vehicles that are being operated on Ontario roads without the required insurance coverage and shall provide accurate and current access to motor vehicle insurance coverage information for persons and agencies charged with the enforcement of motor vehicle insurance requirements, such that police officers can determine the validity of the insurance of a vehicle, and that license-issuing offices can have the ability to confirm in real time, that insurance coverage is valid; and that the Highway Traffic Act be amended to provide for the impoundment of the vehicle being driven by an uninsured motorist. 68.       Mr. Arnott – That, in the opinion of this House, the Ministry of Tourism should establish a fund to offer loans of up to $25,000 to qualifying annual festivals and events that have experienced dramatic declines in attendance year-over-year because of poor weather or other unforeseen events. 69.       Mr. Runciman – That, in the opinion of this House, in order to adequately address serious failings of Ontario's justice system that have resulted in deaths of innocent Ontarians, the McGuinty government should implement the following:

a) Institute a policy of instructing Crowns to appeal all bail release decisions related to the commission of a crime with a weapon, possession of a weapon, and aggravated sexual assault;

b) Immediately invest, through reallocations, in a dramatically expanded electronic monitoring program, with instructions to Crowns that monitoring is requested when courts grant bail to individuals they, or police, believe pose a threat to public safety;

c) Institute greater restrictions on the Crown's ability to plea bargain, without first receiving consent of victims and police, on charges of crime with a weapon, possession of a weapon, and aggravated sexual assault;

d) Enforce and collect all bail forfeitures; and

e) Upgrade electronic information sharing among justice system partners to ensure courts have all relevant information when making bail and sentencing decisions. Filed on November 27, 2008.

71.       Mr. Arnott – That, in the opinion of this House, the Government of Ontario should complete the environmental assessment and, by September 1, 2011 at the latest, extend GO Transit rail service to include stops in the Acton area, Guelph, and the Kitchener-Waterloo area. Please list the result from the time the complaint was filed to the time the case was settled and reparations have been made. Please also list the results by category as outlined by the Human Rights Tribunal of Ontario (i.e. Discrimination based on sex, including sexual harassment, religion, disability, etc.). 216.     Mr. Hudak – Enquiry of the Ministry – Would the Minister of Energy and Infrastructure provide a breakdown of where the 50,000 projected jobs outlined as a part of the proposed Green Energy Act will be created, listing the projected jobs by sector, year, region, the type of job, and whether the job is permanent or temporary. 217.     Mr. Hudak – Enquiry of the Ministry – Would the Minister of Energy and Infrastructure provide the relevant documentation, assumptions, mathematical models, and any other research undertaken to achieve the conclusion that the ratepayer will pay an increased cost of 1% per year as a result of the proposed Green Energy Act, listing the increase in cost to a ratepayer's total bill by portion of the bill (i.e. distribution costs, transmission costs, etc.).
