The Speaker addressed the House as follows:-

I beg to inform the House that the Clerk has received from the Assistant Chief Election Officer and laid upon the Table the following certificate of a by-election held in the Electoral District of Nipissing:

Dear Mr. DesRosiers:

A Writ of Election dated the Third day of April, 2002, was issued by the Honourable Lieutenant Governor of the Province of Ontario, and was addressed to John A. Inch, Returning Officer for the Electoral District of Nipissing, for the election of a Member to represent the said Electoral District of Nipissing in the Legislative Assembly of this Province in the room of Michael Harris who, since his election as representative of the said Electoral District of Nipissing, has resigned his seat. This is to certify that, a poll having been granted and held in Nipissing on the Second day of May, 2002, Al McDonald has been returned as duly elected as appears by the Return of the said Writ of Election, dated the Twenty-first day of May, 2002, which is now lodged of record in our office.

Mr. McDonald replaces Mrs. Mushinski on the Standing Committee on General Government , and

Mr. McDonald replaces Mr. DeFaria on the Standing Committee on Justice and Social Policy.

That, pursuant to Standing Order 9(c)(i), the House shall meet from 6:45 p.m. to 9:30 p.m. on Monday, May 27, Tuesday, May 28, and Wednesday, May 29, 2002, for the purpose of considering government business.

That pursuant to Standing Order 46 and notwithstanding any other Standing Order or Special Order of the House relating to Bill 69, An Act to protect victims by prohibiting profiting from recounting of crime, when Bill 69 is next called as a government order, sixty minutes shall be allotted to the Third Reading stage of the bill, to be divided equally among all recognized parties, and at the end of that time, the Speaker shall interrupt the proceedings and shall put every question necessary to dispose of this stage of the bill without further debate or amendment; and

That, the vote on third reading may, pursuant to Standing Order 28(h), be deferred until the next Sessional day during the Routine Proceeding "Deferred Votes"; and

That, in the case of any division relating to any proceedings on the bill, the division bell shall be limited to five minutes.
