The Speaker delivered the following ruling:-

The Member for Davenport (Mr. Ruprecht) has provided me with written notice of a point of privilege, as required by Standing Order 21(c). I would like to thank the Member for giving me sufficient time to carefully review this matter.

I wish to advise that I will be deciding on this matter without further hearing directly from the Member at this time, as Standing Order 21(d) permits me to do.

The member indicated in his notice that the Minister of Training, Colleges and Universities made an important announcement outside the House about a training course for nurses and pharmacists, and he requested that I instruct the Minister to make an appropriate statement inside the House as soon as possible so that he can better represent his constituents.

In response, the House will know that there are many precedents to the effect that the Speaker cannot compel a minister to make a ministerial statement inside the House. In addition, the matter raised by the Member relates to activities outside of this Chamber and are unconnected with the Member's parliamentary duties.

For these reasons, a prima facie case of privilege has not been made out. I thank the Member for his concern.
