Government Notice of Motion Number 76

Avis de motion numéro 76 émanant du gouvernement

Mr. Sterling - Resolution - That pursuant to Standing Order 46 and notwithstanding any other Standing Order or Special Order of the House relating to Bill 140, An Act to amend the Assessment Act, Municipal Act and other Acts with respect to property taxes, when Bill 140 is next called as a government Order, the Speaker shall put every question necessary to dispose of the second reading stage of the bill without further debate or amendment, and at such time, the bill shall be ordered for third reading;

That no deferral of the second reading vote pursuant to Standing Order 28(h) shall be permitted; and

That the Order for third reading of the bill may then immediately be called. When the Order for third reading is called, the remainder of the Sessional day shall be allotted to the third reading stage of the bill, the debate time being divided equally among the three caucuses, after which time the Speaker shall interrupt the proceedings and shall put every question necessary to dispose of this stage of the bill without further debate or amendment; and

That, pursuant to Standing Order 28(h), the vote on third reading may be deferred until the next Sessional day during the Routine Proceedings "Deferred Votes"; and

That, in the case of any division relating to any proceedings on the bill, the division bell shall be limited to five minutes.

· Create a Prostate Cancer Awareness Program and provide the money required for such purpose;

· Work with the Canada Post Stamp Advisory Committee to facilitate the development and issuance of a commemorative stamp to raise research funds to support the fight against women's breast cancer.

Mr. Sterling - Resolution - That, in the opinion of this House, in response to the nearly $30 billion Employment Insurance surplus and to prevent the payroll tax increase currently scheduled for January 1, 2000, the Federal Government must create jobs by reducing job-killing payroll taxes, including the introduction of a significant cut to EI premiums to at least $2 per $100 of insurable earnings. Mr. Eves - Resolution - That the Standing Committee on the Legislative Assembly undertake to review the Freedom of Information and Protection of Privacy Act and report its recommendations back to the House. Filed on May 16, 2000.

Mr. Sterling - Resolution - That the Legislative Assembly of the Province of Ontario,

· Reminds the Government of Canada of the 1998 report prepared for federal, provincial, and territorial ministers of justice, which says that over a 25-year period an estimated 704 sex offenders pardoned by the federal government went on to commit new sex offences, including an estimated 458 sex offences against children;

· Expresses disappointment that the federal government has been sitting on this report for nearly two years while still granting pardons to convicted sex offenders;

· Reminds the federal government that by allowing convicted sex offenders to hide their criminal backgrounds these federal pardons possibly give the offenders easier access to new victims; and

· Demands that the Government of Canada stop granting pardons to convicted pedophiles and other sex offenders. Filed on June 12, 2000.

Mr. Christopherson - Resolution - That, in the opinion of this House, the Government should stop its attacks on the hard-won achievements of working Ontarians, and instead amend the Employment Standards Act to include the following steps toward creating family-friendly workplaces:

· an increase in the minimum wage to $7.50 per hour;

· a reduction of the standard work week, after which overtime premiums apply, from 44 to 40 hours and the right to refuse overtime in excess of the new standard work week;

· one full year of combined pregnancy and parental leave, with full job protection during the leave period;

· ten unpaid days of family responsibility leave for all employees;

 

· pro-rated benefits for part-time workers; and

That this House demands that the Government rebuild the Ministry of Labour's enforcement capacity by hiring new officers to fill all the employment standards positions that have been cut since 1995; and

That this House calls on the Government to consult the people of Ontario on further measures designed to help working Ontarians achieve a better balance between work and family responsibilities. Minister of Labour. To be debated on Wednesday, November 29, 2000.

Mr. Hampton - Resolution - That this House express its concern for the increasing number of Ontario children living in poverty and seek to achieve the goal of eliminating poverty among Ontario children by adopting the recommendations of Ontario Campaign 2000. Filed on December 1, 1999.

Mr. Hampton - Resolution - Be it resolved that,

1) this Assembly deplores the continuing violations of human rights in Burma, including extrajudicial and arbitrary executions, rape, torture, inhumane treatment, mass arrests, forced labour, forced relocation, and denial of freedom of expression, assembly, association, and movement, as reported by the UN Human Rights Special Rapporteur.

2) these human rights abuses in Burma are the result of policy at the highest level and the
regime's officials bear political and legal responsibility for them.

 

3) this Assembly urges the military regime in Burma to:

a) immediately and unconditionally release all detained political leaders and political prisoners, to ensure their physical integrity and to permit them to participate in the process of national reconciliation;

b) repeal all regressive laws;

 

c) stop all the violations of human rights and in particular the unlawful coercion against the National League for Democracy (NLD) members leading to surrendering of their membership and the closure of NLD offices; and

d) immediately initiate a substantive political dialogue with the Committee Representing the People's Parliament before there is further violent upheaval in Burma.

 

4) this Assembly condemns the State Peace and Development Council (formerly named the State Law and Order Restoration Council) for:

a) openly encouraging the production, trade and export of opium and heroin into North America; and

b) racially-motivated genocide against the ethnic peoples in Burma, especially those in Karen, Karenni and Shan States; and

 

5) this Assembly urges the Government of Canada to:

 

a) recognize as the legitimate instrument of the will of the Burmese people the Committee Representing the People's Parliament formed by the National League for Democracy on 15 September 1998 as acquiring the legal authority of 251 MPs and support of the four non-Burman ethnic political parties;

 

b) take all necessary action to achieve coordinated international action in support of the restoration of human rights in Burma;

c) appeal to the UN Secretary-General to send a special envoy to Burma to continue discussions with the leaders of the military regime as well as with Daw Aung San Suu Kyi and other leaders in order to make significant advances towards the democratization of Burma. Filed on December 15, 1999.

Ms. Churley - Resolution - That, in the opinion of this House, the General Government Committee reconvene to re-open consideration of the appointment of the Environmental Commissioner, and that, in arriving at its decision, the committee consider the policies of the Office, including Section 7.2 and 7.3 of the Policies and Procedures Manual of the Environmental Commissioner of Ontario which read as follows:

"The high conflict of interest threshold is more stringent for the Offices of the Provincial Legislature, such as the Environmental Commissioner, which performs an independent review of the provincial government."

Mr. McGuinty - Resolution - That, in the opinion of this House, the current levels of health care funding provided by both the federal and provincial governments are insufficient to properly modernize Ontario's health care services and to provide the quality care that Ontarians need and deserve; and

 

Be it further resolved that this House strongly condemns both the federal and provincial governments for wasting millions of health care dollars on an advertising war when this money is needed to improve and modernize Ontario's health care services; and

 

Be it further resolved that this House demand that any increase in federal health funding be spent entirely on health care and be applied on top of the levels of health care funding already committed to by the province. Filed on April 3, 2000.

Mr. Hampton - Resolution - That, in the opinion of this House, the provincial and federal governments should reverse the funding cuts that have undermined the operational funding of Ontario's hospitals; and

 

That Hamilton's share of the increased health care dollars be used in such a way that the Henderson will remain a full acute care hospital with a 24-hour-a-day emergency room (along with the other three acute care hospitals) to serve the community of Hamilton Mountain and surrounding areas. Mr. Hastings - Resolution - That in the opinion of this House, the Ontario government should provide effective leadership in the development of an innovative public/private partnership with automotive companies, energy providers, financial institutions and other progressive players in the research and development and later, commercial feasibility of integrating methanol into a fuelcell technology. Mr. Hastings - Resolution - That in the opinion of this House, recognizing the recent onslaught of bugs, viruses and other attacks on the internet and recognizing the government's increasing reliance on electronic and internet technology to provide services and communication to its citizens,

The Ontario government should work with other provincial technology industry leaders and the federal government to establish a protocol to respond to these attacks and prevent them from infiltrating and crippling government services and communications in the future. Filed on

Mr. Hampton - Resolution - That in the opinion of this House,

The Adams Mine proposal is much more than a local issue or even a provincial issue because it poses a grave threat to the groundwater and the surface water of Ontario, the Ottawa River, the province of Quebec and to the traditional home and hunting and fishing grounds of the Timiskaming First Nation, and that this House agrees that the proposed Adams Mine landfill must not be built, now or ever, and that the Government should use its power to pass legislation, immediately, to prevent this dangerous landfill site from ever being built;

 

And be it further resolved that this House agrees that there is an alternative to giant landfills, that Edmonton and Halifax have demonstrated that, and that the Government of Ontario should pay heed to the report of its Waste Diversion Organization which says that if Ontario is to meet its goal of diverting 50% of waste away from landfill then it will probably have to ban organics from landfill in Ontario, and that the Government should announce, as soon as possible, the date by which organics will be banned from landfill in the province of Ontario. Mr. Peters - Resolution - That, in the opinion of this House, the extraordinary contribution of farmers to the Provincial economy should be recognized and that the Legislative Assembly of Ontario take positive steps towards resolving the agricultural crisis in Ontario by working towards eliminating inequity and ensuring that Ontario farmers operate on a playing field level with other jurisdictions. Mr. Hastings - Resolution - That, in the opinion of this House, we strongly urge the federal government to immediately provide additional funding for Canadian Health Care in the amount of $15 billion. The federal government should be a fully participating partner in medicare and should return to the 1991 funding level of at least 18 cents per capita as opposed to their current spending level of 13 cents per capita; and

The federal government should acknowledge that the federal government under Brian Mulroney subsidized medicare at a level of 18 cents per capita with a $40 billion deficit, while Jean Chretien and the current federal administration has a surplus of $60 billion yet only provides funding at the level of 13 cents per capita. · acknowledges the necessity for an industry-driven truck driver training criterion;

· encourages the establishment of a self-regulatory, self-administered body enacted to support the direction of truck driver training in the Province;

· supports this body at arms-length in order that it maintains the best practices of ensuring the values of public safety in the Province;

· endorses the nature of self-regulation in this industry as a necessary step in ensuring that only the best prepared, most effective license applicants approach the Class A examination; and

Mr. Tascona - Resolution - That in the opinion of this House, the Ministry of Health should undertake to do the following:

· Review the schedule of payment for PSA testing in Ontario to determine whether providing payment for PSA testing by the provincial health plan for men without symptoms may increase detection of prostate cancer in asymptomatic men; and if so, provide such payment;

 

· Create a Prostate Cancer Awareness Program and provide the money required for such purpose;

· Work with the Canada Post Stamp Advisory Committee to facilitate the development and issuance of a commemorative stamp to raise research funds to support the fight against women's breast cancer. Filed on November 20, 2000.

Mr. Duncan - Resolution - That this House,

· Acknowledges that Ontario is experiencing a crisis in both the supply and distribution of physicians;

· Recognizes our current physician workforce is aging, that we are graduating fewer physicians today than we were four years ago; and, we continue to experience a high level of out migration of physicians;

 

· Is cognizant that the demand for physician services will increase at a rapid rate in the next twenty years;

· Calls upon the Government of Ontario to go beyond the recommendations contained in the McKendry report and create 170 - 250 new medical school positions and that these be created by allocating at least a 10% increase to each of the Province's existing medical schools; creating a new Northern Medical School; establishing special programs linking existing medical schools with underserviced areas (both urban and rural);

· Urges the government to implement these changes as quickly as possible. Filed on November 20, 2000.

Mr. Duncan - Resolution - In the opinion of this House, a Children's Mental Health Services Act should be enacted, which embodies the following principles:

· The purpose of the Children's Mental Health Services Act should be to effectively ensure that mental health services are provided for all children who require them in the Province of Ontario. Children's mental health services are services which will lessen the severity of mental/emotional, and/or behavioural problems of a child or youth in the context of his or her family, culture and community;

· The Children's Mental Health Services Act should achieve an improved and co-ordinated service delivery system for children's mental health services - one which brings together policy directions, service delivery and funding for children's mental health services. In order to achieve this, one minister, the Minister Without Portfolio Responsible for Children, must assume responsibility for planning children's mental health services across government ministries and must be responsible and accountable for their overall impact;

· The Children's Mental Health Services Act should require that the Minister Without Portfolio Responsible for Children, with approval of the Lieutenant Governor in Council, shall establish, operate and maintain children's mental health centres in all areas of the province;

 

· The Children's Mental Health Services Act should require that when determining the need for a children's mental health centre, the Minister Without Portfolio Responsible for Children should take into account, in addition to all other relevant considerations,

 

_ The services for children provided in approved children's mental health centres that exist;

_ The services for children that are available other than in approved children's mental health centres;

 

_ The number of children requiring the services of children's mental health centres;

_ The predictable continuing demand for children's mental health services, in the area, or in the area and any other area served or to be served by the children's mental health centre.

 

· The Children's Mental Health Services Act should require that a corporation must be accredited by the Ontario Association of Children's Mental Health Centres in order to be considered for operation as a children's mental health centre. Once accredited, the Minister Without Portfolio Responsible For Children, must approve the corporation. Where the Minister intends to approve a corporation, the Minister shall enter into an agreement with the corporation for the establishment of a children's mental health centre and programs and services upon such terms and conditions as may be agreed and may direct payment of expenditures as are necessary for the purpose.
