Private Members' Notices of Motion

1.

Mr. Duncan - Resolution - In the opinion of this House, a Children's Mental Health Services Act should be enacted, which embodies the following principles:

 

1. The purpose of the Children's Mental Health Services Act should be to effectively ensure that mental health services are provided for all children who require them in the Province of Ontario. Children's mental health services are services which will lessen the severity of mental/emotional, and/or behavioural problems of a child or youth in the context of his or her family, culture and community.

2. The Children's Mental Health Services Act should achieve an improved and co-ordinated service delivery system for children's mental health services - one which brings together policy directions, service delivery and funding for children's mental health services. In order to achieve this, one minister, the Minister Without Portfolio Responsible for Children, must assume responsibility for planning children's mental health services across government ministries and must be responsible and accountable for their overall impact.

 

3. The Children's Mental Health Services Act should require that the Minister Without Portfolio Responsible for Children, with approval of the Lieutenant Governor in Council, shall establish, operate and maintain children's mental health centres in all areas of the province.

4. The Children's Mental Health Services Act should require that when determining the need for a children's mental health centre, the Minister Without Portfolio Responsible for Children should take into account, in addition to all other relevant considerations,

 

a) the services for children provided in approved children's mental health centres that exist;

b) the services for children that are available other than in approved children's mental health centres;

c) the number of children requiring the services of children's mental health centres;

 

d) The predictable continuing demand for children's mental health services, in the area, or in the area and any other area served or to be served by the children's mental health centre.

 

5. The Children's Mental Health Act should require that a corporation must be accredited by the Ontario Association of Children's Mental Health Centres in order to be considered for operation as a children's mental health centre. Once accredited, the Minister Without Portfolio Responsible For Children, must approve the corporation. Where the Minister intends to approve a corporation, the Minister shall enter into an agreement with the corporation for the establishment of a children's mental health centre and programs and services upon such terms and conditions as may be agreed and may direct payment of expenditures as are necessary for the purpose. Mr. Young - Resolution - Be it resolved that the Legislative Assembly of Ontario:

 

a) reaffirms the significance of Canada's constitutional monarchy in the historic and contemporary life of the Province of Ontario;

 

b) seeks to promote enhanced education about the role of the Crown in Canadian society and government; and

 

c) calls on the federal government to ensure that any new oath of Canadian citizenship affirms our historic tradition of swearing or affirming allegiance solely to the Sovereign of Canada who represents the nation and people of Canada. April 26, 1999

 

Il est résolu que l'Assemblée législative de l'Ontario :

 

a) réaffirme l'importance de la mornarchie constitutionnelle du Canada dans l'histoire et la vie contemporaine de la province de l'Ontario;

 

b) cherche à promouvoir une plus grande éducation concernant le rôle de la Couronne au sein de la société et du gouvernement canadiens;

 

c) fasse appel au gouvernement du Canada pour faire en sorte que tout nouveau serment de citoyenneté canadienne affirme notre tradition historique qui consiste à ne prêter serment d'allégeance ou à ne faire une affirmation solennelle qu'au souverain du Canada qui représente la nation canadienne et son peuple. 26 avril 1999.
