That in the opinion of this House the provincial Government should expand the Healthy Babies, Healthy Children Program, so that children identified through the program who are at risk of social, emotional, physical or learning challenges, receive the necessary services to support their healthy growth and development.

The question having been put on the motion for Second Reading of Bill 4, An Act to amend the Highway Traffic Act with respect to the drivers' licences of certain school pupils, it was declared carried and the Bill was accordingly read the second time and Ordered referred to Standing Committee on Administration of Justice.

La motion portant deuxième lecture du projet de loi 4, Loi modifiant le Code de la route en ce qui concerne le permis de conduire de certains élèves, mise aux voix, est déclarée adoptée et le projet de loi est en conséquence lu une deuxième fois et déféré au Comité permanent de l'administration de la justice.

The question having been put on Mr. Arnott's Resolution Number 1, it was declared carried.

And it was,

After some time, the amendment to the amendment to the motion as follows:-

That the amendment to the motion be amended by adding the following thereto:-

This House regrets that the Harris government has taken Ontario in profoundly the wrong direction;

This House regrets that the government has failed to respect the values that have always defined Ontario: Cooperation, Compassion, Competence and Community; and

This House regrets that the Harris government has implemented a phony income tax scheme which, unless it is reversed by the next government of Ontario, will entrench permanently the cuts which are causing hardship for our youngest, our oldest, our sickest and our least fortunate in society.

Having been put, the Speaker declared his opinion that the Nays had it, and a recorded vote having been demanded,
