An Act to amend the Highway Traffic Act with respect to
wrong-way signs and lights on controlled-access highways

Her Majesty, by and with the advice and consent of the Legislative Assembly of the Province of Ontario, enacts as follows:

1.  The Highway Traffic Act is amended by adding the following section:

Wrong-way signs and lights

144.1  (1)  The Minister shall ensure that a sign described in subsection (2) is erected at the end of every ramp leading to or from a controlled-access highway if the ramp is designated for one-way traffic.

Contents of sign

(2)  The sign shall,

(a) face traffic travelling in the direction opposite to the direction designated for traffic on the ramp;

(b) consist of the symbol specified in the regulations for a sign indicating no entry;

(c) be accompanied immediately below by the sign specified in the regulations that sets out in words the fact that entry is prohibited;

(d) be at least 90 centimetres high by 60 centimetres wide in size.

Warning light

(3)  The Minister shall ensure that a device described in subsection (4) is installed on every ramp leading to or from to a controlled-access highway if the ramp is designated for one-way traffic.

Same

(4)  The device shall,

(a) face traffic travelling in the direction opposite to the direction designated for traffic on the ramp; and

(b) produce a flashing red light whenever a motor vehicle on the ramp is travelling in a direction opposite to the direction designated for traffic on the ramp.

Signs on highways

(5)  The Minister shall ensure that a sign described in subsection (6) is installed on the reverse side of every sign that,

(a) is located on a part of a controlled-access highway that is not a ramp leading to or from the highway; and

(b) is at least 60 centimetres high by 90 centimetres wide in size.

Contents of sign

(6)  The sign that is required to be installed under subsection (5) shall,

(a) set out in words the fact that a driver is travelling in the wrong direction;

(b) set the words out in a white reflective colour on a red reflective background; and

(c) be at least 60 centimetres high by 90 centimetres wide in size.

Commencement

2.  This Act comes into force on the 180th day after the day it receives Royal Assent.

Short title

3.  The short title of this Act is the Owen Eisses Act (Wrong-Way Signs and Lights on Controlled-Access Highways), 2006.

EXPLANATORY NOTE

The Bill amends the Highway Traffic Act to require the Minister to install signs and flashing red lights on every ramp leading to or from a controlled-access highway if the ramp is designated for one-way traffic. The signs and lights will indicate to drivers whether they are driving the wrong way on the ramp.

The Minister is also required to install wrong-way signs on the reverse side of every sign that measures at least 60 centimetres high by 90 centimetres wide and that is located on a part of a controlled-access highway that is not a ramp leading to or from the highway.
