The Vice-Chair (Mr. John Fraser): We have three private members’ bills on the agenda today which we will consider. The first is Bill Pr62, An Act respecting Groves Memorial Community Hospital.

I’d ask my colleague Mr. Pettapiece to introduce himself and the applicants.

Mr. Randy Pettapiece: I’m Randy Pettapiece, MPP for Perth–Wellington. I’m pleased to be here.

I move consideration of Bill Pr62, An Act respecting Groves Memorial Community Hospital.

Mr. Cameron Yates: I’m Cameron Yates, VP of support services, Groves Memorial Community Hospital.

Ms. Karima Kanani: I’m Karima Kanani, legal counsel with Miller Thomson and counsel to Groves Memorial Community Hospital.

The Vice-Chair (Mr. John Fraser): Are there any comments from the applicant?

Ms. Karima Kanani: We would just briefly introduce the bill and its purpose. Our rationale and materials are fairly comprehensive on the point.

Groves Memorial Community Hospital is one of the few hospitals in the province that remains as a special act-created hospital. In 2002, the act that established the hospital contained within it a legislated trust for lands held in trust by the township of Wellington, for the benefit of the hospital as the sole beneficiary, for use as a public hospital. As the years have passed, the town has made significant investments in certain portions of those lands. We are seeking, at this time, to regularize those relationships in order to modernize the relationship and bring it out of the trust construct, in that two of the parcels would then be held both legally and beneficially by the town, being those parcels in which they have invested resources, and the remaining two parcels would be legally vested to the hospital. They would continue to remain under the authority of the Public Hospitals Act, and so there would continue to be authority of the Ministry of Health over the uses of those lands. It would just move it out of the legislative context into the context where we would seek approvals through the ministry.

Mr. Isaac Menzelefsky: I’m Isaac Menzelefsky. I’m legal counsel for the applicant, Brendan Riley.

The applicant submitted an application to revive the corporation known as 2704395 Ontario Inc., which was voluntarily dissolved in March 2020. Subsequently, in discussions with their accountant, they discovered that there are some losses that can be realized, and they now wish to revive the corporation in order to utilize those losses.

The Vice-Chair (Mr. John Fraser): Next we have Bill Pr67, An Act to revive Frolander Island Resort (2003) Ltd. Our colleague MPP Hardeman is here to present the bill. Could you introduce yourself? Then I would ask Ms. Lapinski to introduce herself and give a brief explanation.

Mr. Ernie Hardeman: I’m Ernie Hardeman, MPP for Oxford.

I would like to move consideration of Bill Pr67, An Act to revive Frolander Island Resort (2003) Ltd.

Ms. Jan Lapinski: My name is Jan Lapinski.

The reason for applying for special legislation to revive the corporation, Frolander Island Resort: The corporation was dissolved under the Business Corporations Act on June 17, 2019, for failure to comply with subsection 118(3) as it read at that date. The fault was without intention, and we’d like to carry on the business in the name of the corporation.
