ON PROCEDURE
AND HOUSE AFFAIRS
COMITÉ PERMANENT
DE LA PROCÉDURE
ET DES AFFAIRES DE LA CHAMBRE
Tuesday 7 October 2025 Mardi 7 octobre 2025
The committee met at 1003 in committee room 1.
Subcommittee report
The Chair (Ms. Teresa J. Armstrong): Good morning, everyone. The Standing Committee on Procedure and House Affairs will now come to order.
There are a few items for our consideration today. The first is a report from the subcommittee on committee business. Can I please have one of the subcommittee members read the report into the record? MPP Hsu, please.
Mr. Ted Hsu: Your subcommittee on committee business met on October 1, 2025, and recommends the following:
(1) That the members of the committee or properly substituted members attend the Fall Harvest festival of the Mississaugas of the Credit First Nation on October 18, 2025, in Hagersville, Ontario; and
(2) That the members of the subcommittee on committee business be authorized to designate up to two staff members from each recognized party to attend the festival with the committee; and
(3) That the Clerk of the Committee be authorized to make any necessary arrangements for travel to this festival.
The Chair (Ms. Teresa J. Armstrong): Is there any discussion? Sorry. Thank you for reading that. Can I have the—for you to move the report and the adoption of the subcommittee report?
Mme Dawn Gallagher Murphy: No commentary?
The Chair (Ms. Teresa J. Armstrong): Yes, we’re going to have that. So—hang on.
Interjection.
Mr. Ted Hsu: I move adoption of the report.
The Chair (Ms. Teresa J. Armstrong): Perfect. The report has been adopted of the subcommittee. Is there any discussion? MPP Gallagher Murphy.
Mme Dawn Gallagher Murphy: I think that’s wonderful, that the committee would like to go. I did attend on August 23. I just provided a small report. I spent over four hours with the Mississaugas of the Credit First Nation. It was very informative.
My comment is, I know already I would not be able to attend on the 18th, and I would like to be excused not to have to send a substitute either since I feel that I’m well informed with my notes there. That’s my commentary.
The Chair (Ms. Teresa J. Armstrong): Thank you for your commentary. I really appreciate the fact that you did take that initiative and you produced written comments and your observations when you attended.
We’re going to have an in-camera discussion after to discuss the details of the trip that we’re suggesting—the harvest—and maybe you can report at that time the details of your experience there.
Mme Dawn Gallagher Murphy: Okay. So I guess my point is, would I be able to be excused from going on October 18?
The Chair (Ms. Teresa J. Armstrong): I’m sure there’s a possibility for that, and we can get into those details in camera.
Any other discussion on the motion? Okay. Are all members ready to vote? All those in favour of the motion, raise your hands. Great. I declare that the motion is carried.
Committee business
The Chair (Ms. Teresa J. Armstrong): Now we’re going to go into the filed motion by MPP Laura Smith. MPP Laura Smith has filed a notice of motion, the text of which appears on the agenda. So if you have your agenda, it’s right there. Everyone has got a copy of the agenda in front of you.
I will now give the floor to MPP Laura Smith to move her motion.
Ms. Laura Smith: I move that, pursuant to standing order 109.1(a), the following changes be made to the membership of the Standing Committee on the Interior: MPP Steve Pinsonneault replace MPP Chris Scott.
The Chair (Ms. Teresa J. Armstrong): Thank you for the motion.
Is there any discussion on the motion that MPP Laura Smith just read out? No? Okay. Are all the members ready to vote? All those in favour, please raise your hand. I declare the motion carried. Thank you so much.
Now we’re going to move into a closed session for further committee business, so I would ask any guests that are attending that they please remove themselves from the room. Thank you.
The committee continued in closed session at 1009.
