Assignment of ministries

The Chair (Ms. Jennifer K. French): Good morning, members. The Standing Committee on Procedure and House Affairs will now come to order.

On the agenda, we have the draft report pursuant to standing order 113(b), which everyone hopefully has in front of them. Is there any discussion on the report? Mr. Hsu.

Mr. Ted Hsu: I wanted to ask you, Chair, about one of the ministries, and that’s the Ministry of Indigenous Affairs, which has been, in this report, placed in the new Standing Committee on the Interior. I’m wondering if we might have a discussion about whether the Ministry of Indigenous Affairs might be better placed in the same committee as intergovernmental affairs, where it was in the last Parliament, under justice. The last time Canada had a Minister of the Interior was about 100 years ago, and that person automatically had responsibility for Indian affairs. It just feels a little colonial to me that it’s sitting in the new Standing Committee on the Interior, whereas in the last Parliament it was grouped together with intergovernmental affairs, under justice. I just thought I would ask if anybody had any comments on that.

The Chair (Ms. Jennifer K. French): Mr. Harris.

Mr. Mike Harris: We’ll be moving an amendment shortly to rectify that, so hang tight.

The Chair (Ms. Jennifer K. French): Is there any further discussion on the report? Mr. Harris.

Mr. Mike Harris: I’m not sure when the appropriate time to move said amendment would be—

The Chair (Ms. Jennifer K. French): I think now would be a perfect time.

Mr. Mike Harris: Thank you, Chair.

I move that the draft report pursuant to standing order 113(b) be amended as follows:

That the Office of the Premier be assigned to the Standing Committee on Finance and Economic Affairs;

That the Cabinet Office be assigned to the Standing Committee on Finance and Economic Affairs;

That the Office of the Lieutenant Governor be assigned to the Standing Committee on Heritage, Infrastructure and Cultural Policy;

That the Ministry of Indigenous Affairs be assigned to the Standing Committee on Justice Policy;

That the Ministry of Francophone Affairs be assigned to the Standing Committee on Justice Policy; and

That the Ministry of Intergovernmental Affairs be assigned to the committee on social policy.

The Chair (Ms. Jennifer K. French): Could I ask you to read the last line one more time?

Mr. Mike Harris: That the Ministry of Intergovernmental Affairs be assigned to the Standing Committee on Social Policy.

The Chair (Ms. Jennifer K. French): Thank you. Is there any discussion on the amendment? Okay.

MPP Harris has moved a motion. So if there’s no discussion or debate, are members ready to vote? Shall the motion carry—

Is there any further discussion or debate on the report, as amended? All right. Shall the draft report, as amended, carry? The report is carried.

The only thing further I would suggest is that after this meeting perhaps we can call a subcommittee meeting. We had discussed at our first official meeting about possibly doing a tour or something like that. So if the subcommittee wants to coordinate and get together, Mr. West will—obviously, you guys can schedule that after.

If there’s nothing further, then, I declare this committee adjourned.
