The committee met at 1125 in room 151, following a closed session.

Pre-budget consultations

The Chair (Mr. Peter Z. Milczyn): The Standing Committee on Finance and Economic Affairs is now in public session to deal with the report on our pre-budget consultations.

Shall the draft report, as amended, be adopted, subject to the approval of the subcommittee?

Ms. Ann Hoggarth: Carried.

The Chair (Mr. Peter Z. Milczyn): Ms. Hoggarth moves—any discussion?

Ms. Ann Hoggarth: Yes, I have a motion.

The Chair (Mr. Peter Z. Milczyn): This is what we’re dealing with right now. That will be under additional business.

Ms. Ann Hoggarth: Okay. I was voting “yes” that it should be carried. Sorry.

The Chair (Mr. Peter Z. Milczyn): On the question that I had put, is it the will of the committee to proceed that way? All those in favour? Opposed? Carried.

Second question for the committee to consider: Shall the final report be translated and printed? All those in favour? Opposed? That is carried.

Third question for the committee to consider: Upon the receipt of the printed report, shall the Chair—I’ll give you four options:

(a) present the committee’s report to the House;

(b) present the committee’s report to the House with a request that the report be considered by the House;

(c) present the committee’s report to the House with a motion that the recommendations contained in the report be adopted; or

(d) present the committee’s report to the House with a motion that the report be adopted?

For the committee’s information, the Clerk advises me that the traditional, usual approach is to go forward as in (c), which is to present the committee’s report to the House with a motion that the recommendations contained in the report be adopted.

Mr. Lou Rinaldi: Option (c).

The Chair (Mr. Peter Z. Milczyn): Option (c): Is the committee agreed? All right.

Upon the receipt of the printed report, the Chair will present the committee’s report to the House with a motion that the recommendations contained in the report be adopted. Everyone is in favour of that? Opposed? All right.

I will be setting the deadline for dissenting opinions to be submitted to the Clerk. It shall be Thursday, February 23 at 4 p.m. That gives any dissenting opinions a week to present them to the Clerk.

Ms. Hoggarth, you have an additional motion?

Ms. Ann Hoggarth: I have a question, first of all. Do we not have to pass a motion to have it translated?

The Chair (Mr. Peter Z. Milczyn): We just did.

Ms. Ann Hoggarth: Oh, I didn’t hear the word “translate.” Okay. I do have another motion, though.

The Chair (Mr. Peter Z. Milczyn): Yes, Ms. Hoggarth.

Ms. Ann Hoggarth: I move that a copy of the final report of the Standing Committee on Finance and Economic Affairs on the pre-budget consultations 2017 be presented to the Minister of Finance prior to the report being translated, printed and tabled in the House.

The Chair (Mr. Peter Z. Milczyn): Any discussion? All those in favour of the motion? Opposed? That is carried.

Is there any other business? Mr. Vanthof.

Mr. John Vanthof: Just a clarification on the first vote, just to be sure that I abstained on the first vote.

The Chair (Mr. Peter Z. Milczyn): It wasn’t a recorded vote.

Mr. John Vanthof: Okay. That’s fine, but I didn’t vote for it.

The Chair (Mr. Peter Z. Milczyn): Seeing no further business, the committee is adjourned.
