SP037 - Tue 9 Apr 2024 / Mar 9 avr 2024

The committee met at 0909 in committee room 2.

The Chair (Hon. Steve Clark): Good morning, everyone. The Standing Committee on Social Policy will now come to order.

Today, we will be conducting clause-by-clause consideration of two bills: Bill 66, An Act to proclaim Heart Valve Disease Awareness Day and Heart Valve Disease Awareness Week; and Bill 137, An Act to proclaim Planning for Your Silver Years Awareness Week, consecutively.

MPP Martin.

Mrs. Robin Martin: Chair, I’d like to move that we consider Bill 137 first.

The Chair (Mr. Steve Clark): Any discussion? All those in favour—

Interjection.

The Chair (Mr. Steve Clark): Oh, discussion? Okay, go ahead, MPP Gélinas.

Mme France Gélinas: Good idea.

The Chair (Mr. Steve Clark): Okay, great. Excellent. Great way to start.

Interjection.

The Chair (Mr. Steve Clark): Yes, exactly.

All those in favour? Carried.

Planning for Your Silver Years Awareness Week Act, 2024 Loi de 2024 sur la Semaine de sensibilisation à la planification de l’âge d’or

Consideration of the following bill:

Bill 137, An Act to proclaim Planning for Your Silver Years Awareness Week / Projet de loi 137, Loi proclamant la Semaine de sensibilisation à la planification de l’âge d’or.

The Chair (Mr. Steve Clark): Bill 137: There are no amendments to the bill. Therefore, I propose that we bundle all the sections of the bill. Is there agreement? Does committee agree with that? Okay.

Shall sections 1, 2 and 3 carry? Carried.

Shall the preamble carry? Carried.

Shall the title of the bill carry? Carried.

Shall Bill 137 be carried? Carried.

Shall I report the bill to the House? That’s carried.

Congratulations, MPP Wai.

So we’ll recess for five minutes, just as we’re cleaning up Bill 66.

The committee recessed from 0911 to 0917.

Heart Valve Disease Awareness Act, 2024 Loi de 2024 sur la sensibilisation à la cardiopathie valvulaire

Consideration of the following bill:

Bill 66, An Act to proclaim Heart Valve Disease Awareness Day and Heart Valve Disease Awareness Week / Projet de loi 66, Loi proclamant la Journée de sensibilisation à la cardiopathie valvulaire et la Semaine de sensibilisation à la cardiopathie valvulaire.

The Chair (Mr. Steve Clark): We’ll reconvene clause-by-clause. Now that we’ve finished Bill 137, we’ll begin clause-by-clause for Bill 66.

Under standing order 83, are there any brief comments that anyone has on the bill before we proceed? MPP Gélinas.

Mme France Gélinas: It was super interesting listening to what the member has done—those ideas with the stethoscope clinics and to bring things forward. I think we have an opportunity to really educate people to take better care of their health. We have an opportunity to really focus on health promotion and disease prevention with that bill. I hope that it makes it to the finish line and becomes law.

The Chair (Mr. Steve Clark): Any other comments? Yes, MPP Martin.

Mrs. Robin Martin: I just wanted to comment that I find myself in the happy position of agreeing fully with everything Madame Gélinas said.

The Chair (Mr. Steve Clark): Excellent.

Okay, if there are no other comments, we’ll move to clause-by-clause consideration. We have two amendments that have been distributed to members.

We’ll move to section 1. Shall section 1 of the bill carry? Carried.

Section 2: There’s an amendment. MPP Martin.

Mrs. Robin Martin: The amendment number 1 that was submitted last night I’d like to withdraw.

The Chair (Mr. Steve Clark): Okay.

Mrs. Robin Martin: Second amendment: I move that section 2 of the bill be amended by striking out “second Monday of September” and substituting “third Monday of September”.

The Chair (Mr. Steve Clark): Thank you. Any discussion? Shall the motion carry? Carried.

Shall section 2, as amended, carry? Carried.

With concurrence of members, I’ll group sections 3 and 4 together. That’s okay? Shall sections 3 and 4 carry? Carried.

We’ll now move to the preamble, and there is an amendment. MPP Martin.

Mrs. Robin Martin: I move that the preamble to the bill be amended by striking out “The second full week of September is recognized” and substituting “The third full week of September will be recognized”.

The Chair (Mr. Steve Clark): Is there any discussion? All those in favour? Carried.

Shall the preamble carry, as amended? Carried.

Shall the title of the bill carry? Carried.

Shall Bill 66, as amended, carry? Carried.

Shall I report the bill, as amended, to the House? Carried.

I want to thank Hansard and our legislative counsel Bradley Warden for being here today. As always, I want to thank the Clerk and broadcast and, most importantly, I want to thank all of you.

Our business is done; meeting adjourned.

The committee adjourned at 0920.
