Election of Chair

The Clerk of the Committee (Ms. Valerie Quioc Lim): Good afternoon, everybody. Welcome to the first meeting of the Standing Committee on Procedure and House Affairs. My name is Valerie Quioc Lim. I am the Clerk of the Committee. I’ll be taking you through your organization meeting, and then we will go into closed session and receive a short briefing from committee staff here.

The first thing is that it is my duty to call upon you to elect a Chair. Before I take nominations, I’d just like to remind the committee about standing order 119(b), the first part of which says, “The Chair of the Standing Committee on Procedure and House Affairs shall be a member of a recognized party in opposition to the government.”

On that note, are there any nominations? MPP Hogarth.

Ms. Christine Hogarth: I’d like to nominate Ms. French as the Chair of the committee.

The Clerk of the Committee (Ms. Valerie Quioc Lim): MPP French, do you accept the nomination?

Ms. Jennifer K. French: I will, gladly, with thanks to my nominator.

The Clerk of the Committee (Ms. Valerie Quioc Lim): Are there any further nominations? Seeing none, I declare the nominations closed and MPP French duly elected as Chair of the committee.

Election of Vice-Chair

The Chair (Ms. Jennifer K. French): Good afternoon, honourable members. As Chair, it is my duty to appoint a Vice-Chair. Is there a motion? Yes, MPP Hogarth.

Ms. Christine Hogarth: First, congratulations on your appointment as Chair.

I move that Mr. Rae be appointed as Vice-Chair of the committee.

The Chair (Ms. Jennifer K. French): MPP Hogarth has moved that Mr. Rae be appointed. Is there any discussion? Seeing none, are members ready to vote? Shall the motion carry?

Interjections.

The Chair (Ms. Jennifer K. French): I beg your pardon. Let’s go back to the vote. It’s day one, though, folks.

All those in favour of the motion? Are there any opposed? The motion carries. Mr. Rae—who is Mr. Rae? Mr. Rae, nice to meet you and congratulations.

Mr. Matthew Rae: Thank you.

Appointment of subcommittee

The Chair (Ms. Jennifer K. French): Moving on, the next item on the agenda is the appointment of the subcommittee on committee business. Is there a motion? MPP Hogarth.

Ms. Christine Hogarth: I move that the subcommittee on committee business be appointed to meet from time to time, at the call of the Chair, or at the request of any member thereof, to consider and report to the committee on the business of the committee;

That the presence of all members of the subcommittee is necessary to constitute a meeting; and

That the subcommittee be composed of the following members: the Chair as Chair, Mr. Harris and Mr. West; and

That substitution be permitted on the subcommittee.

The Chair (Ms. Jennifer K. French): A motion has been moved by MPP Hogarth. Is there any discussion or debate? Seeing none, are members ready to vote? All those in favour of the motion, please raise your hands. Any opposed? No? All right, therefore the motion is carried. Congratulations, Mr. Harris and Mr. West.

I believe now we’ve got our briefing, so we will now go into closed session to receive a short briefing by the Clerk and research officer. I will recess the committee until we have cleared the room.

The committee recessed at 1405 and later continued in closed session.
