The Chair (Mr. Shafiq Qaadri): Thank you, colleagues. We are here now to begin justice policy. As you know, we have one item of business: a report of the subcommittee on committee business. I will require someone to read it into the record.

Mr. Arthur Potts: I’d read it, except I didn’t bring my glasses—I’m happy to read it into the record. I can do it.

The Chair (Mr. Shafiq Qaadri): Well, do read it correctly then, Mr. Potts. Go ahead.

Mr. Arthur Potts: All right. I have a motion. I move that the committee meet in Toronto on Thursday, October 19, 2017 during its regular meeting time, for the purpose of holding—

The Chair (Mr. Shafiq Qaadri): Sorry, just a moment.

Mr. Arthur Potts: Do I need do do anything different?

Subcommittee report.

Your subcommittee met on Wednesday, October 4, 2017, to consider the method of proceeding on Bill 154, An Act to cut unnecessary red tape by enacting one new Act and making various amendments and repeals, and recommends the following:

(1) That the committee meet in Toronto on Thursday, October 19, 2017, during its regular meeting time, for the purpose of holding public hearings.

(2) That the Clerk of the Committee, in consultation with the Chair, post information regarding public hearings on Bill 154 on the Ontario parliamentary channel, the Legislative Assembly website and Canada NewsWire.

(3) That the Clerk of the Committee identify various media outlets or other vehicles of communication that would inform indigenous communities of the hearings and give notice of public headings to such media—I think it’s “public hearings”; I’ll make that correction—of public hearings to such media outlets.

(4) That interested parties who wish to be considered to make an oral presentation, contact the Clerk of the Committee by 12 p.m. on Monday, October 16, 2017.

(5) That the Clerk of the Committee provide members with an interim list of witnesses at 12 p.m. on Thursday, October 12, 2017.

(6) That all witnesses be scheduled on a first-come, first-served basis.

(7) That witnesses be offered up to five minutes for their presentation followed by 10 minutes for questions by committee members, divided equally among the three caucuses.

(8) That the deadline for written submissions be Thursday, October 19, 2017, at 6 p.m.

(9) That the research officer provide the committee with the following:

—information on the standard definitions of what constitutes a small, medium and large enterprise; and

—a summary of presentations by 5 p.m. on Friday, October 20, 2017.

(10) That proposed amendments to Bill 154 be filed with the committee Clerk by 12 p.m. on Monday, October 23, 2017.

(11) That the committee meet in Toronto for clause-by-clause consideration of the bill on Thursday, October 26, 2017, during its regular meeting times.

(12) That the Clerk of the Committee, in consultation with the Chair, be authorized to make any preliminary arrangements necessary to facilitate the committee’s proceedings prior to the adoption of the report of the subcommittee.

The Chair (Mr. Shafiq Qaadri): Thank you, Mr. Potts, particularly without your glasses. Are there any comments, questions, issues before we seek voting on the subcommittee report? Any comments?

Mr. Jim McDonell: So we have time for 16 deputations, in theory?
